Compliance Assurance Program

This is an advanced professional position in the Compliance Assurance Program responsible for domestic and industrial wastewater and potable water compliance activities.

Duties and Responsibilities

Conducts routine site inspections of permitting industrial and domestic wastewater sources, Concentrated Feeding Operation (CAFOs) and biosolid facilities and evaluates source performance standards with respect to construction or operating permit conditions.  Inspections may include sampling of wastewaters and receiving waters for subsequent laboratory analyses.  Monitors industrial and domestic wastewater sources for compliance with NPDES operation permit conditions by reviewing discharge monitoring reports, compliance deadlines and performing onsite investigations of treatment facilities, operation records and laboratory facilities.  Investigates and tracks complaints as directed.  Reviews and makes recommendations on reports and scientific, technical, engineering or legal documents.  Recommends compliance assistance and enforcement actions as appropriate.  Drafts complex compliance assistance offer letters and enforcement documents and coordinates and leads compliance and enforcement meetings. Provides technical assistance as needed to both outside parties and lower-level staff, including direct involvement in training.  Provides outreach and compliance assistance to facilities as needed.

Conducts and documents inspections and sanitary surveys for assigned public water systems (PWS) pursuant to performance criteria and the state/federal commitment schedule.  Assists and advises PWS owners/operators on water plant compliance issues as appropriate.  Investigates PWS complaints. Responsible for the compliance review of monitoring/sampling plans, monitoring data, and operational records on assigned PWS.  Responsible for the accurate and timely entry of required data and system information into the Oracle PWS database and Oculus.  Provides appropriate advisories and assistance to PWS owners/operators as to their monitoring and reporting requirements.

c. Ability to evaluate, analyze and interpret engineering calculations, plans and designs.

f. Ability to prepare technical reports.
g. Ability to communicate effectively and professionally, both verbally and in writing.
h. Ability to establish and maintain effective working relationships with co-workers and leadership.

j. Ability to cross-train into multiple regulatory programs.
k. Ability to meet established performance standards as identified in the District Performance Standards document.
l. Ability to travel and maintain a valid driver’s license.
m. Experience with workload coordination within a multi-disciplined team.
n. Experience with process review and efficiency implementation through use of continuous improvement strategies.

Additional Position Requirements

-Bachelor's degree in engineering.
-Minimum of 5 years of regulatory inspection/compliance or other related professional experience.
