FHI 360 is currently recruiting for the position of Social and Behavior Change (SBC) Advisor based in Cairo, Egypt supporting an anticipated USAID-funded project aimed to address and eliminate gender-based violence/violence against women and girls, including female genital mutilation/cutting (FGM/C), child, early and forced marriage (CEFM), and seasonal marriage as forms of trafficking in persons (TIP).


The Activity will: (1) support positive behavioral change to end VAW/G; and (2) expand access to quality integrated VAW/G support services and responsive interventions, such as medical, legal, psychosocial, and economic empowerment services. The Activity will respond to the U.S. Government’s and the Egyptian Government’s shared policy priorities focused on gender equality and women’s empowerment. Employment is contingent upon successful award of the project to FHI 360, as well as USAID approval of the finalist.


Position Description:
 

The SBC Advisor will provide strategic leadership over the design and implementation of SBC and community mobilization activities across the project.

Key Responsibilities:

  • Provide strategic leadership to design, plan, and implement SBC and community mobilization activities across the project, all of which would be designed to transform harmful gender and social norms and behaviors that contribute to GBV.

  • Lead the development of a project SBC strategy and implementation plan to address project objectives, in collaboration with other team members.

  • Oversee programmatic and technical aspects related to comprehensive, multi-layered SBC and community mobilization activities, ensuring SBC efforts are evidence-based, community-driven and in line with provisions of the award.

  • Lead the development of SBC tools and materials.

  • Work with the M&E Advisor to develop indicators and mechanisms for tracking SBC activities and accomplishments.

  • Oversee the monitoring of activity progress related to SBC to ensure activities are on-track to meet targets.

  • Work with external stakeholders including government of Egypt, international donors, multilateral organizations, and the private sector.

  • Liaise with partner organizations involved in SBC activities to build the capacity of local organizations to implement evidence-driven SBC and community mobilization activities and approaches.


Minimum Requirements: 

  • Eight (8) years of progressively increasing technical responsibility leading to a senior level of expertise in SBC.

  • Master’s degree or clearly demonstrated work equivalent in relevant technical areas, such as Communication for Development, Social and Behavior Change Communication; Social Marketing; or Sociology.

  • Demonstrated understanding and mastery of a range of SBC approaches (including but going beyond communication) that addresses social norms, policies, services, structures, in order to impact behaviors at household, community and institutional levels.

  • Knowledge of state of the art social and behavior change models and strategies and their practical application at the community level to achieve measurable improvements in key areas such as reduced support for GBV, improved gender equitable attitudes and beliefs, and reduction in GBV incidence.

  • Understanding and functional proficiency of widely accepted formative research, pretesting, and monitoring and evaluation methodologies for effective SBC interventions.

  • Demonstrated strong technical, programming and management skills. Experience working with creative design agencies, materials development and production houses, public relations, and print production firms.

  • Strong grasp of local cultural practices, social networks, gender and age dynamics and their relationship to behavior strongly preferred.

  • Experience with international donor projects required; experience with USAID strongly preferred.

  • Excellent written and verbal Arabic and English communication skills; Mentoring, capacity building and facilitation skills preferred.

  • Ability to work independently with initiative to manage high volume workflow.

  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
