PRIMARY PURPOSE
The Helicopter Operations Specialist contributes to the safety of helicopter related activities by providing subject matter expertise in accordance with Occidental Aviation procedures and within the corporate risk management framework. The Helicopter Operations Specialist provides expert advice and guidance as directed by Business Unit Managers, Logistics, and the Director of Aviation.
ROLES AND RESPONSIBILITIES
a. Promotes the Occidental HSE safety culture while providing the highest level of customer service
b. Develops, implements, and maintains the safety oversight processes to ensure compliance with the Occidental Aviation Procedures Manual, and HSE Management Standard
c. Leads the continuous safety and quality oversite of third-party helicopter operations for the Gulf of Mexico operations as required in the Occidental Aviation Operations Procedure Manual
d. Responsible for the establishment of annual Key Performance Targets and effectively reporting the Key Performance Indicators to management personnel
e. Advises management in areas of hazard recognition, risk assessment, and appropriate mitigation
f. Ensures vendor compliance with applicable laws, regulations, industry standards, and Occidental Aviation requirements
g. Assists management with applicable levels of facility and program auditing, to include continuous safety oversight
h. Reviews and assesses each third-party operation to ensure they are properly characterized with respect to risk rank
i. Responsible for ensuring incidents and non-conformances are properly reported, documented, and action items are worked to closure through an approved database
j. Maintains a robust incident investigation program through root and latent cause determination, development of corrective actions designed to prevent reoccurrence, and effective communication of findings
k. Participates as required in safety reviews, design hazard reviews, hazard analysis, and other technical processes
l. Accountable for development and delivering periodical reports using HSE metrics to inform management of third-party safety performance
m. Serves as functional authority for Occidental Aviation related third-party vendors and helicopter activities
n. Reviews and comments on bid proposals and contracts for proposed technical, operational, and helicopter performance specifications and requirements
p. Performs or oversees aviation safety audits, risk-rank any findings, and tracks to closure with the operator
q. Oversees the management of third-party aviation auditor and advisory services
r. Provides technical input during the design, construction, and maintenance phase of Occidental Aviation helipads or helidecks
t. Represents Occidental Aviation at aviation related industry meetings and conferences
u. Remains familiar with world-wide aviation regulations, standards, and best practices. Periodically reviews and continuously improves the Occidental Aviation Operation Procedure
v. Provides technical representation to industry standards committees for design and operation of helipads, and helidecks
w. Ability to complete tasks with minimal supervision
x. Ability to work well in a team environment to promote inclusion

REQUIRED KNOWLEDGE, EXPERIENCE, SKILLS AND COMPENTENCIES
- Bachelor’s Degree or equivalent experience Advanced Aviation Safety Certificate
- Five years of aviation quality and safety management experience
- Experience in aviation contract and tender reviews
- Valid passport with no restrictions
- FAA Airline Transport Pilot License – Fixed or Rotary Wing (preferred)
- FAA Airframe and Powerplant License – Fixed or Rotary Wing (preferred)
