Northrop Grumman is looking for a **Staff, Compliance/Business Operations GSC** to support the Space Sector Cost and Price Analysis functions in Global Supply Chain. The position may be located at any NGSP facility. FT remote work is an option.

Responsibilities include, but are not limited to:

+ Supports the Sector and across Division teams in the continued improvement of price and cost analysis tools, processes, systems, and work instruction.
+ Serves as the Cost & Price Analysis Subject Matter Expert for NGSP Sector
+ Coordinates with Pricing and Estimating to develop an optimal cooperative working environment and maintaining compliant purchasing and estimating systems. Serves as a liaison between the Pricing and Estimating Group (P&EG) and other functional departments to facilitate the collection of cost and pricing data
+ Supports proposal effort to ensure the submission of adequate and compliant PCARS (Price and Cost Analysis Reports) and PCARS completion schedule for NGSP Sector proposals
+ Supports the review of PCARS exception claims, including deciding if a PCARS is required.
+ Conducts market research, analyzes historical data, and develops cost estimating models and factors to evaluate price reasonableness and develop negotiation positions.
+ Ability to perform an in-depth review of the suppliers supporting data for each of the cost elements that make up the subcontractors proposed price, assessing subcontractor cost or pricing data for adequacy in accordance with FAR Part 15. Analyzes data such as direct labor hours, material, ODC, profit, rates, past performance, costs of previous procurements, and/or comparison to similar items/scope
+ Evaluates Supplier proposals for compliance to Federal Acquisition Regulation (FAR) Part 15 Table 15-2 requirements, and prepares and provides written supplier Price/Cost Analysis Reports detailing and evaluating the suppliers price/cost proposal in accordance with the Enterprise Procurement Manual, specific solicitation and customer requirements, recognized industry best practices and in full compliance with USG regulatory requirements.
+ Performs rate reviews at supplier facilities, which usually require suppliers payroll information, as well as all other financial information that is used in the development of the proposed direct and indirect rates.
+ Establishes supplier proposed vs. negotiation objective positions by major element of cost to attain formal Supply Chain Management approval for supplier negotiations. Supports negotiations with suppliers, including, as necessary conducting price negotiations in coordination with Buyers/SCAs.
+ Maintains all records and supporting data used and provided in support of proposals
+ Supports Defense Contract Audit Agency (DCAA) Proposal Audits and Defense Contract Management Agency (DCMA) Purchasing System Audits as required
+ Provides Make/Buy Analysis Support (when requested)
+ Requests and obtains DCAA Assist Audits where applicable
+ Must possess good oral and written communication skills
+ Functions well in a team environment
+ Ability to multitask within a dynamic environment is critical.

**Basic Qualifications:**

+ Bachelors degree in Business, Finance, Economics, Math or related discipline with a minimum of 15 years of experience; 13 years of experience with a Masters; in lieu of degree 19 years of experience will be considered in one or more of the following: Regulatory Compliance, Price/Cost Analysis, Proposals, Cost Estimating, Finance, or Procurement/Subcontracts
+ Previous experience performing cost analysis, supporting proposals and negotiations
+ Knowledge of the government regulations FAR and DFARS.
+ Previous experience working with audit agencies (DCMA/DCAA)
+ Working experience with Microsoft Office (Specifically Excel and Word)
+ Must possess good oral and written communication skills
+ Functions well in a team environment
+ Ability to multitask within a dynamic environment is critical.

**Preferred Qualifications:**

+ Excellent oral and written communication skills.
+ Expertise in the government regulations FAR and DFARS.
+ Excellent problem solving and organizational skills.
+ Previous experience developing tools, processes and command media
+ Knowledge of cost accounting standards, generally accepted accounting principles, and accounting/proposal auditing techniques.
+ Previous experience leading cross functional teams

Salary Range: $114,600.00 - $199,100.00

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
