Position Overview

Advanced performance level professional position in the Water Reclamation Division under general direction of the Water Reclamation Manager requiring general knowledge of all major environmental regulations and programs and specific knowledge related to municipal and industrial wastewater systems. Responsible for developing and executing regulatory programs including data management, compliance schedules and tasks, reports, inspections, and investigations.

Summary of Job Duties

Develops and coordinates implementation of the division's environmental compliance programs (e.g., NPDES permits, industrial pretreatment, surcharge, biosolids, underground storage tanks, watershed, storm water, groundwater, and air). Ensures programs maintain compliance with state and federal regulations and department policies and procedures. Reads federal, state, and local environmental regulations, makes recommendations, reviews, and translates into actionable written environmental programs for the division. Coordinates staff roles in environmental programs, audits environmental work and data. Provides technical training to department staff on regulatory compliance tasks.

Understands wastewater and biosolids analytical testing methodologies, reviews analytical testing data, bench sheets and QA/QC reports. Provides support for plant laboratory and field analytical and in-line instrumentation equipment operation and maintenance. Performs tactical planning and troubleshooting to strategize and resolve technical issues. Coordinates, plans, and implements various special projects and initiatives at the plants.

Conducts environmental assessments, field and facility investigations and inspections (e.g., water reclamation facilities, sewer systems, rivers, streams, industrial wastewater treatment systems and facilities, chemical storage areas) and recommends actions. Investigations may include items such as: fats / oils / greases sewer obstructions, rag sewer obstructions, odor complaints, illegal dumping complaints, and illicit discharge complaints.

Represents the department, attends meetings with businesses and regulatory agencies, drafts a variety of professional correspondence and regulatory reports, communicates via phone, email and writing with regulatory agencies, industry, division staff, and general public regarding program objectives and compliance.

Develops and maintains data base information for a variety of water reclamation facility databases, such as WIMS analytical database and CityWorks maintenance database. Generates and maintains electronic and paper records according to records retention policies, inputs required data into databases, uses Ohio EPA E-Business website. Comfortably uses Microsoft Office products to create written documents (i.e. notice of violation letters, surcharge invoices), spreadsheets and presentations. Creates and modifies electronic reports.

Support Water Reclamation Division as needed.

Minimum Qualifications and Requirements

Must have a current valid driver license with acceptable driving record. Must have a high school diploma or GED. Preferred Bachelor of Science degree in Environmental Science or approved related degree. Associate of Science Degree in environmental science and 3 years of environmental regulatory compliance experience may be substituted for B.S degree. High School diploma or GED and 5 years of environmental regulatory compliance experience may be substituted for B.S. degree. Preferred OEPA Class 2 Wastewater Operators license.
