Contract Type: PermanentLocation: A designated Enable Ireland locationContract Hours: 35 hours per weekSalary Scale: €50,016 to €65,586 pro rata per annumOverview of the Post:The overall purpose of this post is to lead the IT clinical information team within Enable Ireland’s IT department. This post must design and develop a strategy for Enable Ireland’s clinical and social care IT systems, that will support and add value to the business. This post will collaborate with Enable Ireland’s stakeholders & key business users to ensure that the overall IT strategy meets business needs. This post will act as project manager for all clinical IT systems and be responsible for the development, implementation, maintenance, and support of all clinical and social care applications, data, and processes. This post will also work closely with Enable Ireland’s clinical, health and social care staff to ensure integration of IT into Service User/ Owner care processes.This post also assists local services in the implementation of IT systems, assists local services in the governance of Service User/ Owner information and works to ensure that all quality standards are met. This is done through agreed IT department processes that ensure a quality customer service is provided.Overview of Duties & Responsibilities and Essential & Desirable Criteria: Clinical IT Systems Strategy • Develop and maintain the clinical IT systems strategy and work with business users and external partners to define Enable Ireland’s requirements for electronic health records (EHR) and other clinical and social care systems.• Responsible for the project management, implementation, and initial support of all EHR, clinical and social care IT systems Personnel• Manage staff and functions within the clinical information team and be responsible for the operational work of the team• Support staff in delivering high quality services through team working and provide leadership to ensure a positive and productive work environmentInformation Governance • Work with clinical, health and social care staff to identify areas where information technology can support and enhance clinical and social care processes • Assist local services with the management of Service User/ Owner data, through the use of technology, especially in regard to Enable Ireland standards Application Support• Responsible for the management and system administration of company EHRs and all other clinical and social care IT systems • Setup and maintain end user reports, manage workflow, and monitor system use Customer Service• Build strong business relationships with staff, partners, and vendors• Provide specialist advice and support to employees in relation to all company EHRs and other clinical and social care IT systemsQuality and Standards• Ensure all IT standards are maintained including ISO 27001• Ensure IT procedures are completeThe successful candidate will have:Essential Criteria:• The requisite knowledge and ability for the proper discharge of the role with a minimum of 5 years’ work experience managing significant change projects with comparable resources and staff• Demonstrable experience of implementing electronic health records, clinical applications, or other complex IT systems• Ability to maintain, administer, and support clinical and social care IT systems • Ability to manage a small team of staff• Proven ability to manage vendors and other third parties • The ability to build and maintain relationships with Enable Ireland colleagues and other external stakeholders to achieve results through collaborative working• Evidence of setting high standards of performance for self and team• Excellent analytical, problem solving and decision-making skills • Willingness to embrace change and find new ways of working to improve productivity, efficiency, and value for money• Effective verbal communication skills, delivering complex technical information clearly and concisely • Strong report writing skills including maintenance of project management documentation• Strong interpersonal skills with an ability to deal with a wide range of stakeholdersDesirable Criteria:• Experience in the disability sector with an understanding of the issues involved in implementing IT enabled change is highly desirable• Previous experience in the selection, implementation and support of clinical healthcare systems is highly desirableIf you feel you would fit the role, then please submit your application today.BenefitsAs an employee of Enable Ireland, you will have access to a wide range of benefits, including: o Excellent training opportunitieso Competitive salaryo Generous annul leave entitlementso Long service reward schemeso Paid maternity/adoptive leaveo Wellbeing benefits
