About Us

The Emergency Services Telecommunications Authority (ESTA) is the critical link between the Victorian community and the State's Emergency Services Organisations (ESOs), providing Victoria's 24-hour Triple Zero emergency call-taking and dispatch (CTD) service for Police, Fire, Ambulance and the Victoria State Emergency Service.
ESTA also manages the provision of advanced, operational communications for Victoria's emergency services. These operational communications support police, fire, ambulance and VICSES personnel in the field by carrying radio calls over the Metropolitan Mobile Radio Service (MMR), data transactions on the Mobile Data Network (MDN) and delivering messages to CFA, VICSES and Ambulance Victoria volunteers and staff via the state-wide Emergency Alerting System (EAS).
This integration of emergency services communications within ESTA is unique in Australia and rare worldwide. ESTA's staff are deeply committed to the community they serve and are among the most dedicated and highly skilled in their field.
About the Role

The People Experience Coordinator is a key and active participant of the Shared Services Team. This role is responsible for being the first point of contact for all People enquiries regarding policies and processes, processing HRIS transactions and providing accurate and timely support activities across ESTA's organisation-wide recruitment and people programs.
This role is a key contributor in lifting the people experience through responding to enquires in a timely manner and continuously looking for ways to streamline and simplify our current people processes. This role has a strong process and systems focus and is considered a super user for ESTA's HRIS system and intranet.
Key Accountabilities

Key Accountabilities
People enquiries and transactions
Responsible for resolving People enquiries which includes interpretation of policy/procedures, enterprise agreements, leave, staff benefits, entitlements, payroll queries, compliance and People Systems.
Triages enquiries or complex matters to the appropriate PC&R or Shared Services team in a timely manner
Responsible for processing HRIS transactions which includes but not limited to new hires, creating positions, job changes, personal information changes, flexible working arrangements and terminations
Completes all related Performance and Development activities in SuccessFactors

Recruitment
Coordinates and provides administration support for organisation-wide recruitment initiatives. This includes system administration, reference checking and facilitating pre-employment checking processes.
Maintains records of recruitment activities in ESTA's recruitment system and other associated file management as required.
Provides recruitment systems assistance to people managers including request to hire processes, access to candidates and shortlisting workflow support.
Maintains the police check records

On-boarding and Off-boarding
Prepare call-taker contracts of employment using a standard template and facilitate the online onboarding processes for all new people in SuccessFactors
Completes probation review confirmation letters and update the personnel records.
Coordinates facilitators for the corporate induction days
Coordinates related offboarding activities with leaders, employees and internal support departments

People Benefits
Coordinates on-site visits for ESTA's partnered providers including EAP on site sessions, BUPA, HCF, Smart Salary and Bank Vic across all three ESTA locations.
Ensures all information relating to people benefits remain up to date on the intranet and via promotional material at each location.

ESTA Recognition Program
Coordinates the recognition program including the monthly award selection, quarterly and annual program related activities.
Supports ongoing improvement of ESTA's recognition program ensuring information is available and processes are updated and remain clear.

Shared Services systems, processes and projects
Ambassador for SuccessFactors, SharePoint (intranet), ESS and related People systems
Collaborates with Shared Services peers to continue to enhance our People processes and online forms
Ensures key processes are up-to-date and published on the intranet
Provides appropriate support and advice to Shared Services leadership team or SMEs when required

Foster and maintain a positive protective security culture at ESTA by adhering to security policies, standards, and procedures, reporting suspected and actual security incidents and ensuring sensitive and classified public sector information is protected from unauthorised disclosure or compromise
Promotes the Vision and goals of the organisation both internally and externally, with professionalism and enthusiasm and in accordance with ESTA, Emergency Management Sector and Victorian Public Sector plans and policies.
Maintains a safe, positive and productive work environment free from discrimination, bullying and harassment; comply with ESTA policies and procedures
Other duties as directed by the People Experience Lead consistent with the above duties and responsibilities.
Qualifications

Desirable
Diploma of Human Resource Management or similar

Skills and Experience

Essential
Minimum of 2-3 years HR generalist or Payroll experience
A confident and discreet manner in order to appropriately manage sensitive information
Experience facilitating and providing administration support for recruitment and selection campaigns
Proven ability to multitask and manage a range of tasks and projects simultaneously
Exceptionally skilled at developing and maintaining positive relationships with a broad range of peers and business stakeholders
Exceptional customer service skills, constantly looking for innovative ways to anticipate and meet customer needs
Highly organised. This position has a high volume of administrative duties therefore it is essential that you are well versed in MS Office and preparing reports. HRIS/HCM experience a strong advantage
Detail-oriented, process-minded and cope well managing high volume of People transactions, developing innovative ways to introduce process and system improvement
Advanced Microsoft Office skills for form development, specifically Word, Excel and Outlook.
The successful applicant must satisfy the National Police Records Check standard that includes fingerprinting.

Desirable
Experience working within the public sector

Specialist / Technical / IT Expertise

Proficiency in Microsoft Office.
Strong understanding of enterprise agreements, Tax, Superannuation and the National Employment standards.
