As the Quality Department Clinical Nurse you will assist in the performance of all hospital-wide quality initiatives. Act a resource and consultant for continuous improvement, regulatory reporting, and patient safety activities. Expert and educator to organization on external regulatory and accreditation agency requirements and methodologies for improving processes. Analyze and present data and reporting for evaluation of priorities, understanding current process and support of development of countermeasures to improve patient care.

Currently there is one full time (1.0 FTE ) Quality Department Clinical Nurse vacancy, reporting to the Manager of Quality Management.

The ideal candidatewill have:

* Expert knowledge and interpretation of Joint Commission and CMS standards
* Demonstrated ability to interpret accreditation standards, identify organizational gaps and implement processes to meet standards and/or close gaps
* Methodologies used for continuous improvement including lean process improvement
* Medical terminology, pathophysiology, and health care practices
* Fundamental statistics, analysis, and methods of data presentation
* Computer skills with knowledge of spreadsheets and word processing
* Ability to review medical information for evidence of identified practice standards of care criteria and compliance with pertinent regulations
* Ability to collect and compile data or information using established medical criteria to complete reports, graphs, and charts
* Ability to compute measurable data by using basic statistical analysis and methodology
* Ability to present oral and /or written reports and study results to departments or committees.
* Ability to act as Champion to professional staff QA Committees by collaborating with Chair to set agendas, plan meetings and quality reviews.
* Ability to maintain records, trends and logs of assigned data resulting from performance improvement projects.
* Ability to lead multidisciplinary groups to develop strategies, and problem solve
* Demonstrated ability to interpret accreditation standards, identify organizational gaps and implement processes to meet standards and/or close gaps
* Ability to communicate effectively, both verbally and in writing.
* Ability to work independently to track multiple projects and meet report deadlines as assigned.

Duties may include, but are not limited to, the following:

* Keep current with requirements for regulatory and accreditation standards
* Performs regulatory rounds to evaluate area compliance to regulatory and accreditation standards
* Works with leadership, providers, and staff to address areas not in compliance to requirements
* Abstracts, analyzes, and presents data reports for committees, SMMC services, or process teams for evaluation of patient care and work to improve quality and safety of patient care
* Data submission as required to meet government or public agency data requirements
* Lead and support of committees and teams to develop goals and change workflows to improve processes
* Educator for quality improvement methodologies, and regulatory compliance
* Resource on compliance to SMMC policies, procedures, and standard work
* Maintain SAFE system, (unusual occurrence reporting database)
* Perform special studies
* Perform related duties as assigned

Qualifications

Licensure/Certification:

* A California license as a Registered Nurse.

Education and Experience:

* Associate Degree in Nursing with two years clinical experience including one year in a clinical specialty area, or
* Baccalaureate Degree in Nursing or a health related field with one year of clinical experience including six months in a clinical specialty area, or
* Masters degree in Nursing.
* Must have knowledge of and verifiable experience in performance improvement (i.e. root cause and failure mode effect analysis) and adult education.

Knowledge of:

* Advanced principles and practices in specialty areas.
* Nurse Practice Act.
* Current nursing and related medical theory and skills necessary to administer nursing care within assigned clinical setting.
* Safety and infection control practices.
* Clinical systems, supplies and equipment.
* Modern principles, techniques, and procedures of nursing.
* Medical terminology.
* Use and maintenance of medical instruments and equipment.
* Use and effects of medicines.
* Public health principles
* Health promotion and disease prevention.

* Basic statistics for reporting purposes.
* Report writing.
* Regulatory and accreditation requirements for assigned area.

* Identify problems or discrepancies and make suggestions for corrective actions.

* Establish and maintain effective working relationship with patients and staff members.
* Communicate effectively.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

The examination will consist of an interview (weight: 100%).
