About the Project 

Bechtel, a global leader in project management, engineering, procurement and construction, has been selected by Western Sydney Airport Co asits Delivery Partner for the Western Sydney Airport, a $5.3 billion greenfield facility in Badgerys Creek, New South Wales. This will be a landmark project for both New South Wales and Australia and is due for completion at the end of 2026.

Western Sydney Airport will provide much-needed additional aviation capacity to meet growing demand in the Sydney basin and improve access to flights for people in Western Sydney. About the Role

Reporting to the Commercial Manager for the Terminal & Specialty Works as a Quantity Surveyor you will provide ongoing Quanity Surveying and contract administration duties in support of the Commercial Manager in the management of Terminal & Specialty Works Contract.

Providing guidance and preparation of necessary documentation including undertaking of estimation of costs associated with variations and claims, payment claims and negotiation and forecasting of costs associated with the packages through trending program in liaison with Project Controls, Construction, Engineering and Project Management. You will also be responsible for the management of large aspects of the scope of the Terminal & Specialty Works Contract, such as fuel farm and pipeline reticulation, apron civil and utilities works, technical equipment buildings, and Landside civil and utilities works. This will also include some oversight of the management of Technical Service Providers in support of the Terminal & Specialty Works and the Independent Certifier’s Contract that are all essential to the delivery of the Terminal & Specialty Works Scope.

Key Responsibilities

  • Analyse the contract general terms and conditions to highlight areas of risk such as ambiguities, conflicts or deviations from the scope of work. As work proceeds, make recommendations to the Package Manager on the mitigation of these risks; closely monitor and support remedial actions and recommend appropriate tradeoffs
  • Review and monitor potential cost movements through determination of quantum and entitlement to changes / variations and claims in relation to the Terminal & Specialty Works, Technical Service Providers and Independent Certifier in support of the Commercial Manager
  • Review and certification of contractors’ monthly progress payments to validate that the costs incurred in the works packages and Technical Service Providers are correctly accounted and captured in accordance with the Contract Documents and Security of Payments Act
  • Monitor monthly cost forecasts, reporting and productivity of Terminal & Specialty Works, Technical Service Providers and Independent Certifier to ensure potential changes to forecasts and assigned Package Budgets are tracked in support of the Commercial Manager
  • Review and draft correspondence related to the Terminal & Specialty Works, the Technical Service Providers and Independent Certifier as required to support the Commercial Manager to administer the contracts, including coordination with all Team members to obtain required inputs and maintenance of applicable contract administration registers
  • Provide inputs via preparation of estimates for forecast contracts outturn costs, staffing forecasts and costs to support Project re-baselining exercises for Terminal & Specialty Works, Technical Service Providers and Independent Certifier in support of the Commercial Manager
  • Essential Experience

  • Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering desirable, Registration of Licensing Preferred
  • Experience and courses in estimating, forecasts, pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling
  • Thorough knowledge of contract administration, home office and field procedures and documents relating to a multi-discipline construction project
  • Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures and work practices
