Description

The Project Procurement Leader II is a key role in the North America Procurement organization at ENGIE, being a privileged point of contact for the Business Units and steering all Procurement activities throughout their main bids / projects.

The purpose of this role is to :

* Translate the project's business targets into a Procurement project management plan in order to ensure Procurement is technically and financially able to meet the overall aims of the bid / project
* Achieve and improve overall project performance whilst steering any actions needed to reduce the risks and to identify opportunities on the supply chain
* Partner with key internal stakeholders and Category Leaders to drive alignment with senior management on category strategies and sourcing plans, and to select qualified suppliers that align with GBU's growth ambitions across the region

The position is located in Houston, TX, Chicago, IL or Santa Barbara, CA and reports to Chief Procurement Officer ENGIE North America.

What you'll do:

* Defining the Procurement project management plan and / or adapting project Procurement strategies
* Draws up requirements in collaboration with the Business Lines and Category Leaders
* Defines the project's Procurement strategies and procedures in order to improve the competitive advantage of the business and upgrades them if necessary
* Defines negotiating tactics/directions, working with the project team and Category Leaders
* Ensures risk assessments are conducted and implements corrective action plans
* Steering the implementation of the Procurement project management plan and intervening at strategic points, when not managed by Category Leaders on group categories
* Steers and coordinates Procurement for the whole project ensuring early involvement, and takes in charge the most strategic / difficult purchases
* Identifies and / or selects suppliers who best meet the project requirements
* Oversees calls for tenders and conducts key negotiations
* Draws up the contracts with the legal department
* Manages relationships with the most critical suppliers and deals with major / key disputes
* Providing contractual, budgetary and regulatory supervision of the project on behalf of Procurement
* Ensures all project procedures and applicable regulations are followed
* Controls overall project Procurement costs and issues warnings where required
* Ensures the contract is correctly implemented and understood by all parties involved
* Adapts Procurement activities to operational constraints
* Commits to achieving the Procurement performance targets
* External (suppliers) and internal (project) intelligence
* Identifies innovative opportunities on the suppliers market
* Obtains technical and financial intelligence about current and potential suppliers in order to anticipate long-term consequences for the project
* Challenges the project's technical aspects in order to ensure suppliers products and services meet the customer's needs in the long-term
* Implements alternative Procurement strategies to avoid crises and seizes opportunities
* Managing Project Buyers (when applicable)
* Supervises and coordinates the activities of Project Buyers and ensures resources meet needs
* Develops the skills of Project Buyers
* Adapts the activities of the Project Buyers to operational constraints, if necessary
* Ensuring Group rules and policies (internal and external) are applied throughout the Procurement process

What you bring:

* Bachelor's degree in Business Administration, Supply Chain or Engineering preferred
* Experience with Procurement tools such as SAP, Ariba or Coupa
* Experience working in multi-regions of North America building and installing distributed solar very preferred
* Experience in Procurement categories depending on the Business Unit
* Minimum 7 years' experience in procurement management
* Technical legitimacy in the eyes of the Business stakeholders and a good technical understanding of the whole project so as to be able to challenge business needs
* Ability to incorporate medium and long-term issues : business, technical, supplier market
* Forging partnerships with the bid / project managers and technical teams
* Cross-functional coordination skills / project management
* Strong knowledge of sourcing through category management, procurement process and tools in the Business Unit
* Global project accountability for Procurement
* Demonstrated ability to be innovative, lead and drive changes
* Strong relationship management skills and ability to communicate effectively and collaborate with senior management
* Advanced skill in Excel, Access, Power Pivots & Microsoft Project
