Job Description:

* Guides the successful operation and maintenance of a very complex Emergency Management Application Support Team. Disciplines include, Help Desk, Training, Information Security, Application Development of new features and event support.
* Analyzes new and complex project related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components.
* Prepares long and short-range plans for application selection, systems development, systems maintenance, and production activities and for necessary support resources. Oversees all aspects of projects. Acts as the lead, manager and administrator for the contracted effort in support of a USACE project. Serves as the primary interface and point of contact with Government program authorities and representatives on technical and program/project issues.
* Manage personnel program/project operations by developing procedures, planning and directing execution of the technical, programming, maintenance and administrative support effort and monitoring and reporting progress. Manages acquisition and employment of program/ project resources and controls financial and administrative aspects of the program/project with respect to contract requirements.
* Develops advanced solutions to a variety of highly complex problems for the EM Community in a Microsoft Dynamics Cloud Based Environment - Software as a Service (SaaS).
* Provides and applies advanced engineering skills to highly complex systems modeling, simulation, and analysis
* Performs continual maintenance and provides advanced solutions for security, training, Help Desk Support and data storage and management
* Prepares and maintains documentation for processes and procedures related to application development and full catalog of training classes and curriculums.
* Maintains current knowledge of rapidly changing technology, always on the lookout for new technologies, and works with management to evolve current processes
* Performs complex systems development and design work that may include logic design, I/O design, model formulation, computer architecture analysis and design, and digital systems engineering
* Drives scalability and operability of supported infrastructure and environment
* Implements, manages, and enhances Continuous Integration and Delivery (CI/CD) pipeline tools
* Provides system/application specialized training and technical guidance
* Coach and provide guidance to less-experienced professionals

Required Qualifications:

* Successful candidate will have over 10 years of experience and an MA/MS Degree.
* Candidate will typically work on highly visible or mission critical aspects of the ENGLink Program and performs all functional duties independently.
* Candidate my oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.

Desired Qualifications:

* 10 years experience interacting with and in the support of DoD, US Army or USACE, performing help desk or other technical support functions to include training, analytics and information assurance.
* Experience with Agile / SCRUM software development methodology.
* Prior Emergency Management experience preferred.
* Prior ENGLink experience preferred.
* MA/MS Degree in technical discipline or training or analytics.
* Experience as a leader of diverse teams requiring the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems development, major system integration, training and Help Desk.
* Documented managerial experience leading employees supporting IT services.
* PMP certification required and ITIL Foundation Certification recommended
