i. Functions as part of the ST MUAR Facilities Management Team.
ii. Works with the Facilities Project Management Team to develop and manage
Capital Improvement Projects, including the planning, organization, and
coordination of construction design and engineering, including bidding and
project implementation.
iii. Monitors capital budgets to ensure project costs remain within the scope of work.
iv. Provides technical support and manages all phases of capital construction
v. Oversees consultants, vendors and contractors performing capital construction
vi. Works with I E, GPO, Legal and other ST internal departments to prepare
construction technical specifications, S O W, tender bid documents, contract
document and project change notices.
vii. Conducts field inspections to collect data, verify existing/actual conditions, and
monitor conformance with plans/specifications

Manager/Facilities Project Manager and provides direction and serves as a
technical resource, to others within the ST MUAR.

A. Coordinates and prepares facility services and construction specifications and bid

C. Administers contracts for consulting architects, engineers, contractors, and project
management resources.
D. Compels compliance with published construction plans and specifications.
E. Supervises and coordinates the design and permit process and work of contractors,
engineers, architects, design professionals, and other personnel
F. Reviews work for compliance with contract documents and appropriate guidelines,
laws, and regulations.
G. Monitors individual project budget summaries assuring expenditures are within
approved budget, tracking changes to the contract documents that may result in
change orders.
H. Make recommendations to the Facilities Manager on change orders as necessary.
I. Assists with project reports. Prepares complete reports on time with supporting
conclusions and recommendations.

J. Develops and maintains data systems and records to track the process and progress
of each project
K. Serves as a resource to the Facilities Manager/Facilities Project Manager
L. Acts as liaison between internal ST MUAR and GLOBAL end users
M. Assures effective communication among consultants, contractors, department heads
and other stakeholders.
N. Communicates project status to all stakeholders and affected groups.
O. Plans, conducts and presents at project related meetings.
P. Coordinates design, specification and construction meetings.
Q. Uphold all ST GLOBAL standards, policies and compliances at all times.
R. Complies to ST GLOBAL EHS requirements for all projects and maintain a safe
environment and culture within the facilities projects.

A. Conducts periodic inspections of facilities.
B. Communicates as appropriate to initiate required corrective action.
C. Performs backup, team, and project duties as assigned.
D. Performs other related work of a similar nature or level.

PERFORMANCE REQUIREMENTS (Knowledge, Skills, and Abilities):
Knowledge of:
Principles and practices of project management and contract administration.
Current construction methods, costs and cost estimating.
Public Works permits, processes and requirements.
Applicable local, state and federal laws, codes and standards related to construction.
Design and construction management including developing bid specifications,
reading blueprints and evaluation of design and construction projects.
Cost management including budget preparation, cost and budget analysis,
expenditure control and records management.

Skill in:
Planning and organizing, problem analysis and decision-making, interpersonal
sensitivity, adaptability and flexibility and time management skills.
The operation of various computer programs including word processing,
spreadsheets, database programs including Project Management software and other
applications specific to the area of assignment.

Ability to:
Listen attentively and communicate effectively, both orally and in writing, including
preparing and making public presentations.
Establish and maintain effective working relationships with other departments,
stakeholders, contractors, vendors and consultants and representatives of
governmental agencies.
Maintain consistent and punctual attendance
Be in good physical and mental ability to perform the essential functions of the job
