Mukuru is looking for a knowledgeable Regulatory Compliance Specialist who is well versed in the Financial Services regulatory environment (FinTech) to join and be an integral part of the Regulatory Compliance Change Programme.  The successful candidate should have knowledge of and experience in the regulatory universe applicable to Mukuru, which includes, but not be limited to, Anti-Money Laundering (AML), Combatting of Terrorist Financing and related activities (CFT), Anti-Bribery and Corruption (ABC) as well as Central Bank Licensing & Foreign Exchange Control requirements, applicable to all jurisdictions in which Mukuru operates, prominently within South Africa, United Kingdom, Malawi, Zimbabwe, Zambia, Botswana, Eswatini, Kenya, Lesotho, Democratic Republic of Congo, Mozambique, Tanzania, Uganda.

The purpose of the position is to provide regulatory Subject Matter Expert (SME) support relating to various regulatory compliance aspects to the Regulatory Compliance Change Programme Manager, Group Head of Compliance and business units in support of business as usual (BAU) and regulatory programme initiatives. 

Duties and Responsibilities (Include but is not limited to):

  • Work closely with the Head of Compliance, Regulatory Compliance Change Programme Manager and other Compliance and Business Management Members
  • Provide SME support the Licencing and Exchange Control, Financial Crime, Legal, Risk, Internal Audit, Data Protection, Compliance Operations, Verifications and other Business Teams (as requested by Management)
  • Attend various regulatory compliance governance forums focussing on the development, implementation and/or remediation of compliance controls
  • Translate complex regulatory requirements into practical operational requirements,
  • Work with the technical teams to translate regulatory requirements into fit-for-purpose technical requirements, with emphasis on effectiveness and sustainability of proposed solutions
  • Participate in discussions with vendors and third-party service providers in enhancing and expanding Mukuru's regulatory compliance universe, perform gap assessments and provide input in defining a risk-based programme plan
  • Assist with clarifying regulatory requirements on projects and BAU to ensure that requirements are understood, clearly documented, and implemented
  • Provide practical, fit-for-purpose guidance in relation to the regulatory universe applicable to Mukuru, its risk-based approach including practical perspectives on the applicability of laws, rules and regulations across the business
  • Assess and provide regulatory guidance in relation to existing and potential new products and services within Mukuru
  • Actively participate in Mukuru's products, services and corridor assessment and approval process
  • Build relationships and work closely with product owners, business development and market expansion to ensure that Mukuru complies with laws and regulations
  • Understand the business of Mukuru to draft fit-for-purpose written guidance to employees on the appropriate implementation of compliance rules, laws and standards through policies, procedures and other required artefacts
  • Develop targeted training material and provide training relating to compliance projects, remediation processes, controls developed, and existing controls enhanced
  • Manage own professional and self-development

Key Requirements:

  • Grade 12 or equivalent
  • BCom / Law / Forensic degree
  • Post-graduate diploma in compliance management (advantageous)
  • Certified Anti-Money Laundering Specialist (advantageous)
  • 5 to 8 years of experience working in Regulatory Compliance
  • Must have at least 5 years of recent experience in Financial Services and relevant Regulatory Compliance Legislations
  • Experience working in a team-oriented, collaborative environment
  • Working in a fast-paced and high-pressure environment requiring high energy
  • Working within an Agile environment
  • Knowledge of the regulatory compliance universe applicable to Mukuru's products, services and countries Mukuru operates in
  • Relevant experience in compliance, with a particular focus on the payment and financial services industry, AML/CFT, regulatory reporting and regulatory compliance remediation
  • Sound understanding of compliance methodology, working knowledge of all elements comprising
  • Knowledge of the financial services industry within Africa, the United Kingdom and Europe
  • Knowledge of POPIA, GDPR, FAIS, TCF, Cryptocurrencies and Exchange Control Regulations and ADLA requirements
  • Compliance experience throughout Africa and the UK
  • Knowledge of contracts and commercial agreements

  • Drafting in a well-structured and logical way – must have the ability to write and review regulatory compliance guidance notes and reports with detailed requirements to inform the business of regulatory requirements and potential impact
  • Logical, practical and efficient, with keen attention to detail and focus on sustainability
  • Highly self-motivated and directed
  • Ability to effectively prioritise and execute tasks while under pressure
  • Must be able to adapt quickly to change, be agile in approach, but thorough in execution
  • Ability to communicate technical and complex regulatory concepts to stakeholders
  • Advanced communication and stakeholder management skills
