Revenue and Tax Administrator - City of Oakland


The City of Oakland is seeking a strong leader and strategic thinker to serve as the next Revenue and Tax Administrator for the City of Oakland. The Revenue and Tax Administrator role resides within the Revenue Management Bureau of the Finance Department and is responsible for developing revenue and tax enforcement programs that demonstrate efficiency and fairness in the assessment and collection of tax revenue and other fees.

The Bureau is responsible for collecting tax and fee revenue on behalf of the City including business license, utility user, parking, real estate transfer, sugar sweetened beverage distribution taxes, excess litter, and mandatory garbage subscription fees. Collection of tax revenues includes the calculation and responsibility of evaluating tax exemptions, tax auditing, tax payment hearings, and collections/liens. The Administrator is responsible for reporting revenue projections in aid of the City budget process. The role also directs the City’s Master Fee Schedule for all City departments. The Administrator is supported by an Assistant Revenue and Tax Administrator and two Principal Revenue Analysts and oversees approximately 60 FTEs.

Education and Experience

A Bachelor’s degree from an accredited college or university in accounting, finance, public administration, business administration, economics, or a closely related field. Three years of progressively responsible management experience in revenue and tax administration, tax auditing, or accounting operations. Municipal accounting experience is highly desirable. Possession of a Certified Public Accountant certificate is desirable.
