SAFETY MANAGER ROADS & SURFACINGA large Construction and Materials Supply Company operating throughout South Africa, Africa and the Middle East is looking for suitably qualified/experienced Safety Manager Roads & Surfacing with a SACPCMP registrationDESCRIPTIONReporting to the Branch Manager, the Safety Manager is responsible for the implementation, enforcement, management, monitoring and reporting in relation to Drafting and implementation of all SHEQmanagement plans Safety of all operations using the Companystandards as a benchmark Health of all staff, Safeguarding the Environment, Ensuring the Quality control of works is fullyfunctioning Establish and manage the Environmental &Social Management Plans (ESMP) Implementation and follow up on theEnvironmental & Social Action Plan (ESAP) asagreed with the client, the lenders, the Engineerand any duly authorised official bodies Be fully responsible for and manage the SHEQorganisation Up to date knowledge and understanding ofSHEQ matters Ensure the health and safety of all operationsincluding as related to employees, sub-contractors and the general public Ensure EHS Management Plans are drafted,current, relevant and fully implemented Ensure the ESMP are fully implemented andintegrated into activities Identify and manage specific contractual,regulatory and technical constraints andrequirements before start-up Attend site meetings e.g.critical meetings orwhen requested by the client Control the quality of work against thespecifications and the method statements Understanding of Client and Contractorrelationships Understanding importance of managingcommunity relations Able to quickly understand local legislativerequirements as applicable to the project Negotiating/Influencing Skills/ PresentationSkills/ Decision Making Skills Working knowledge of Company Standards andProcedures Working knowledge of Industry Law andLegislation Communication Skills (Verbal, Written & Face toFace) Understanding of behavioural safety Strong Computer Skills Working knowledge of Operational needs Report writing skillsAs the project will cover multiple sites simultaneously, the SHEQ Manager will be covering and managing his activities across the country.QUALIFICATIONS SAMTRAC/Degree/Diploma level qualificationin Safety managementExperience Minimum of 15 years in SHEQ of which at least 5years in a Managerial position and must withCivil/Roads construction background.RESPONSIBILITIES Plan, Organise, mobilise and manage SHEQacross multiple construction sitessimultaneously Work closely with local stakeholders, sub-contractors and communities Ensure risk assessments and COSHH registersare current Ensure HSE tool box talks and inductions areconducted Prepare monthly reports, for internal use as wellas monthly SHEQ, ESAP and Environmental &Social Self-monitoring Report (ESSR) forlenders and clientHealth, Safety & Environment Facilitate, influence & ensure management takeresponsibility for managing SHEQ within theirarea of responsibility.Influence, train and support positive pro-activebusiness management behaviour in all areas.Provide advice on all SHEQ issues to allmanagement, on a day-to-day basis.Attend and support Business Managementmeetings and business specific meetings asappropriate to drive SHEQ integration in allareas of the business.Complete incident investigations in accordancewith company standards.Identify underlying causes for all incidents, todetermine appropriate corrective actionstrategies to prevent reoccurrence.Assist in the development and implementationof appropriate SHEQ campaigns across the company.To identify, conduct (as appropriate) orfacilitate the implementation of SHEQ trainingneeds as required for all managers & employeesto meet internal and statutory requirements, incompliance with the BBBEE skills developmentframework Undertake periodical analysis of incident,monitor management safety interventions &observations (F2F) for the purposes ofmonitoring compliance, identifying trends andcorrective measures by management.Carry out periodic SHEQ audits andinspections, reporting in writing to ManagingDirector and relevant business head thefindings and prioritising significant issuesappropriately and tracking completion of thesame.Ensure that SHEQ targets and objectives aremet by each business within their area ofcontrol and monitor and escalate non-conformance as necessary to ensureappropriate resolution.Develop, Monitor and support management inemployee general welfare and accommodationinitiatives.Administrative & Legal Responsibilities Responsible for providing managing, advice,monitoring & recording compliance & non-compliance on SHEQ matters on all businessissues: - Planning frequent SHEQ inspections & audits,ensuring coverage of all activities and in linewith company protocols.Systematically recording & maintaining SHEQinspection & audit reports on company server.Monitor and maintain business SHEQperformance data, via monthly IMS businesssubmittals Ensure corporate reporting requirements aremet.Organise and co-ordinate the submittal ofweekly activity update reports, from directreports.Document major injury & serious eventinvestigation reports, as per standard.Distributing all reports as directed.Management Decisions required in relation to the projectfrom SHE&Q to Operational decisions.Be conscious of costs and cash-flow constraints Monitor and approve any invoices from E&Sconsultants Compliance Anti Bribery CommitmentResponsibilities Read, understand, adhere to and comply withthe information contained within the companyRules of Conduct, and Code of Ethics, and withany training or other anti-bribery andcorruption information given by theManagement Report any witnessed non-compliance orbreach of these policies.Should you not receive a response within 2 weeks of applying for the above position, please consider your application unsuccessful, we will however endeavour to search for suitable positions that may be appropriate to your experience and location.
