Specialist: Monitoring and Reporting – Pretoria – R pa6 – 9 Month Fixed Term Contract Purpose:To monitor and track the performance of a portfolio of Jobs Fund projects, to provide regular reporting on their progress, and to conduct/manage knowledge-generating projects (e.g. evaluations, case studies, etc.), which would include the development of key documents to promote the lessons learned by the organisation. Responsibilities:Jobs Fund (JF) Projects Monitoring and Reporting Planning:Design and develop monitoring and measurement plans for JF projects at project inception toensure integration of monitoring and measurement at all project phasesParticipate in Monitoring & Reporting (M&R) planning and design meetings for the:determination of project outcomes, outputs, and measurement criteriadesign of results chainsidentification of data sources for baseline assessmentsdevelopment of data collection methodsDevelop and submit proposals for JF projects monitoring and reporting systemsCollate, process and lodge JF projects monitoring and measurement plansEstablish and communicate JF projects’ monitoring and reporting schedule and requirements JF Projects Monitoring and Reporting Administration:Review JF project reports from the Grant Management System (GMS)Test the validity and integrity of JF project reported information against norms and standards,and record discrepancies and oversightsPrepare recommendations for the enhancement of processes and proceduresDisseminate data for reporting purposesParticipate in meetings, workshops, and other discussion forums to establish dialogue onreported project progress and evaluation results Monitoring and reporting capacity development and learning:On-going liaison and engagement with Jobs Fund stakeholders regarding the monitoring,evaluation and reporting on all aspects of the projectConduct awareness and promotion sessions for stakeholders on the utilisation of results-based monitoring, measurement and reporting tools and systems and the Jobs Fund reportingmechanismsCollate, distribute, and file learning reports from client feedback, case studies, reviews andproject evaluationsParticipate in research networks on job creation, employment, and systemic change, and collect,collate, distribute, and file participation reports Monitoring and reporting processes and tools research and development:Participate in research and benchmarking projects with established international institutions on best practices and trends pertaining to monitoring and reporting, and the preparation, distribution and filing of research reportsIntegrate findings into monitoring and evaluation tools and practicesMaintain and update, as required, JF projects’ monitoring, evaluation and reporting processes, procedures and tools and processes for, inter alia, record keeping and referencingMaintain JF internal and external platforms and mechanisms for the dissemination and interpretation of information Competencies, Skills, and Knowledge:Client Service OrientationEffective CommunicationInformation SharingIntegrity/ HonestyNetworking and InfluencingOrganisational AwarenessProblem Solving and AnalysisResources PlanningResults OrientationSystems ThinkingVision and PurposeComputer literacyData AnalysisDatabase ManagementDevelopment FinancingEconomic DevelopmentMonitoring, Evaluation and ReportingGovernment KnowledgeGrant ManagementInformation ManagementLabour MarketsLegislative knowledgeProject ManagementPublic Finance Economics Qualifications & Experience:Degree in economics, social sciences, or related field (NQF 7)Post graduate qualification in monitoring and evaluation, and/or statistical analysis an advantage6 – 8 years’ experience in monitoring, measurement, and evaluation of development programmes/ projects, at least two of which at management levelExperience in the public service is an advantage Closing date for applications: 7 April
