Application Analyst I (#1717)


BACKGROUND

The National Biodefense Analysis and Countermeasures Center (NBACC) is a Department of Homeland Security federal laboratory (DHS) sponsored by the DHS Science and Technology Directorate and operated by the Battelle National Biodefense Institute, LLC (BNBI).

PRIMARY FUNCTION

Provides technical support, application configuration and maintenance, validation testing and training support for assigned applications within the Laboratory Management (LMS), Quality and Financial systems.

MINIMUM REQUIRED QUALIFICATIONS

* Bachelor's degree (or equivalent) preferably in computer science or a related field like information technology is required.
* Two years of direct relevant experience in technical support of laboratory information management systems.
* Familiarity with Laboratory Management and\or Quality Management Systems, ISO system compliance, as well as practical laboratory knowledge.
* Experience with standard office applications (i.e., Word, Excel, PowerPoint).
* Proficiency and clarity in both written and oral communications are essential.
* Must possess organizational skills and have a proven track record of working independently and as a team player.
* Skills and experience to support laboratory activities and work in accordance with NBACC's management system (e.g., ISO).
* Must be a citizen of the United States, able to obtain and maintain an interim secret clearance leading to a top secret clearance and suitability for DHS.
* Participation in the Immunization Program. Medical Surveillance Program and/or enrollment in the Personnel Reliability Program (PRP) may be required, dependent upon position and/or business needs.
* May be required to participate in NBACC's alternative work schedule and/or on-call schedule, dependent upon business needs.


PRIMARY RESPONSIBILITIES

* Provides technical support to users and documents application support.
* Analyzes a given problem, diagnoses it, find its root cause, and then either solves it or escalates it to the appropriate person.
* Interfaces with technical support teams to resolve technical support issues.
* Participates in application administration and configuration activities.
* Coordinates and conducts interactive user training in individual and group sessions.
* Creates and maintains training materials and documentation.
* Participates in NBACC IT Change Management system.
* Adheres to document control and revision procedures.
* Conducts testing and validation of system upgrades and enhancements.
* Records test results, validation studies and upgrade documentation in NBACC IT Change Management System.
* Supports the Application Management team in the development and implementation of application systems, including application configuration, technical support, and training support.
* Assists IT Applications Manager to ensure application systems are in compliance with NBFAC Quality Management System (QMS), ISO 9001 &17025 guidelines, current laboratory standard operating procedures and scientific requirements.
* Investigates and, if appropriate, corrects data configuration, calculation and reports errors discovered during testing and usage of applications.
* Maintains appropriate records.
* Performs other assigned duties.
