Background:

CRS field programs occasionally experience gaps
in senior management staffing, due to staff transitions, vacations, surge
needs, etc. Those gaps can significantly constrain CRS' ability to respond to
the needs of the most marginal. In addition, failure to fill gaps can lead to
current staff being overextended. For these reasons, the Field Management
Response Team (FMRT) was created as an innovative and responsive solution to
filling critical short term (anywhere from 3 weeks to 4 months) staffing gaps
in CRS field programs.

CRS offers opportunities in the FMRT for those
needing flexibility in terms of location and level of effort.


  • Location -- FMRT
    advisors can be based anywhere in the world with the expectation that you
    will be willing to travel for your assignments with limited time in either
    CRS/Baltimore or from your home.

  • Level of
    Effort

    -- FMRT advisors have a variety of options ranging from Standard Full Time
    Regular Telecommuter (salaried) to Telecommuter Part Time 25 hours plus
    per week, 20 -- 25 hours per week, and less than 20 hours per week
    (hourly). The level of effort determines your salary and benefits.

that previous experience with CRS is required for this position.

Potential
position-specific typical responsibilities:

Country Representative:

The Country Representative (CR) is responsible
for managing and advancing the mission and objectives of CRS within the
country. S/he provides strategic leadership for staff, programs and
partnerships. The CR is also responsible for advancing CRS' reputation and
impact within the country and for monitoring and mitigating risks and
liabilities.

Deputy Regional Director (Program Quality or
Management Quality):

The Deputy Regional Director (DRD) assumes
selective responsibility delegated from the Regional Director for technical
program or management quality, as well as stewardship of CRS human, financial
and material resources in accordance with the Agency Mission. The DRD is
responsible for ensuring that the Agency's overall vision is understood and
incorporated into strategic planning and management in all country programs;
providing technical programmatic or operational support to country program staff;
ensuring close and efficient coordination with headquarter departments on
common programming or operational excellence initiatives and departmental
mandates; ensuring that all appropriate opportunities for growth throughout the
region are pursued.


Chief of Party/Project Director:

The Chief of Party/Project Director will provide
the vision and overall leadership to the project team. S/he will be responsible
for overseeing the overall management of the project including the quality of
programmatic implementation (including monitoring, evaluation and learning) and
administrative elements of the project, including the coordination of all
consortium partners, and monitoring the budget. S/he will also serve as the
primary point of contact to the donor as well as public, private and
non-government stakeholders. He/she is responsible for ensuring compliance with
donor grants including oversight of partner budgets, finance and
administration, and reporting to donor. The Chief of Party/Project Director is
responsible for ensuring that project results are achieved on time and on
budget, including strategies for phase out and sustainability; and that the
budget is consumed as planned. The successful candidate will also be
responsible for representing the project, to major stakeholders, especially
donor and key relevant ministries within the country.





Assignments will primarily be to replace various
positions and the relevant job description will generally suffice as a scope of
work.

Qualifications

Qualifications:



*
Masters in International Development/Relations or
related field



*
10 or more years of progressively responsible
experience in private voluntary organization (PVO)leadership and management



*
Previous experience managing a large-scale PVO
country program or project. Experience with CRS required



*
Proven ability to negotiate and work with local
Church and government



*
Strong interpersonal, communication and
organization skills as well as good judgment, vision and maturity



*
Ability to operate successfully amidst complexity
and uncertainty



*
Demonstrated effectiveness with short- and
long-term planning, as well as financial, human resource, and program
management



*
Experience with institutional strengthening and
partnership building helpful



*
Ability to work effectively in diverse environments
and under pressure

Demonstrated understanding of the importance of
staff development

Fluency in English, and relevant foreign language
additionally preferred




Physical
Requirements/Environment:



This position is principally a travelling
position and working outside the country of record is to be expected.
