Job Summary:



The Supply Chain KML Advisor is responsible for building capacity and knowledge of supply chain best practice, risk mitigation, data-informed decision making, and performance improvement. The role is well-suited for an individual that loves to innovate, exchange knowledge, and find ways to increase efficiencies. Skills in collaboration, project management, and influencing without authority will be required for success.





Responsibilities:




  1. Manages the development, distribution, and housing of policies and procedures that promote supply chain best practices, risk mitigation, and compliance:


    1. Works with GSCM sub-units and regional staff to identify policy priorities, and policy updates.

    2. Facilitates the writing of policies and procedures, ensuring adequate contributions of subject-matter experts into standard templates.

    3. Tracks and communicates changes to regulatory requirements or CRS business strategy and maintains awareness of industry best practice.

    4. Represents GSCM as a member of the HQ policy committee.

    5. Develops learning and communications content related to policies and procedures.



  2. Works closely with the STAR Director, GSCM Senior Director, and Internal Audit team on the implementation of the risk-based audit strategy.

    1. Maintains the supply chain risk register global template and provides guidance to HQ, regional, and country program on how to complete, monitor, and update the country-program level risk register.

    2. Supports GSCM technical advisors to investigate and address issues of compliance or lack of risk response efforts discovered during audits.

    3. Compiles control statements to be incorporated in the annual internal controls self-review.

    4. Liaises with the Global Risk and Compliance, Finance, Fraud, Safety and Security, and Programming Teams to ensure that risk information is shared and that risk registers are aligned.

    5. Leads forward thinking efforts to expand and refine GSCM's approach to risk management and risk mitigation support to CPs, regions, and globally.



  3. Manages the Supply Chain Management Handbook and associated supplementary guidance tools, and templates with support from subject matter experts and other members of the KML team.

    1. Coordinates the writing, updating, dissemination, and digitization of Handbook content.

    2. Develops learning content associated with the Handbook and works closely with the Communications Specialist to develop communications materials., and other support materials,



  4. Supports the long-term management of the Supply Chain Transformation for Excellence Project (STEP Up).




  1. Works with technical advisors to update STEP Up strategy, guidance, and tools.

  2. Helps country programs to use STEP Up tools to improve their supply chains.

  3. Monitors supply chain performance data, creates reports, and strategizes with regional supply chain staff and members of the STAR team on methods for supporting ongoing performance improvement efforts.




  1. Provides support to the KML Manager on the implementation of GSCM's KML strategy, including efforts on the following:


    1. Assisting the Change Enablement Advisor with training, learning, and communications efforts to support the ERP system deployment and continuous improvement.

    2. Supporting the running of the global and regional communities of practice.

    3. Supporting onboarding of GSCM staff and general SCM onboarding for CRS staff.

    4. Collaborating with members of the KML team to support subject matter expert-led development, curation, and dissemination of resources, guidance, and other materials for CRS staff and partners.

    5. Contributes to the development and maintenance of promotional pathways for supply chain staff, as well as learning pathways appropriate for both supply chain and non-supply chain staff.



  2. Contributes to updating and implementing the KML strategy as part of the larger GSCM Roadmap and Agency Vision.


Qualifications

Basic Qualifications:




  • Bachelor's degree required.

  • 5 years international development or related experience; of which two years' experience in KML required. Work or educational experience in supply chain is an asset.

  • Fluency in English required;

  • Ability to travel overseas for assessments, training and technical assistance to field programs.

  • Excellent interpersonal, oral and written communication and analytical skills.

  • Working fluency with Microsoft Office software (Word, Excel, PowerPoint, Outlook, Teams, and SharePoint) required.





Preferred Qualifications:




  • Master's degree preferred

  • working ability in French, Spanish or Arabic

  • Ability to use Power BI or equivalent business intelligence program preferred.

Physical Requirements/Environment:



Willingness and ability to travel up to 25%, including overseas and to potentially difficult environments
