SUMMARY

The Contracts Administrator is responsible for purchase order execution and contract administration; including documentation, purchase order/contract maintenance, and assist in development of proposals to support Government customers.

ESSENTIAL FUNCTIONS
  • The contract administrator assists in the preparation of complex cost proposals IAW, work breakdown structures (WBS), and basis of estimates (BOE).
  • Administer and execute firm fixed price, time & materials, or cost-type contracts and subcontracts, as well as IDIQ type contracts and purchase orders.
  • Coordinate, develop, produce and review acceptability for contract documentation such as subcontracts, purchase orders, agreements, modification task/delivery orders, solicitations, estimates, cost/price analysis, statement of work, proposals, certifications, and correspondence.
  • Maintains contract records in accordance with Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement and other applicable supplements, and CPSR standards, as applicable.
  • Conduct contract file reviews in support of government audits.
  • Serve as a subject matter expert on contract administration activities, and must be able to communicate this knowledge.
  • Ensure contract requirements are met, assist in cost management, and coordinate issue resolution with customers.
  • Ensure the management of contract file(s); prepare and control all modifications and correspondence.
  • Close out subcontracts.
  • Participate in proposal activities for FFP, T&M and Cost-type government contracts.
  • Participate in responding to government audit request and interacting with government auditors, including DCAA.
  • Perform all other position related duties as assigned or requested.

QUALIFICATIONS

  • Bachelor's Degree in Business Administration, Finance, or other related field.
  • 3-5 years of direct experience as a contracts administrator with strong knowledge and understanding of FAR, DFARS regulations, and other supplemental agency regulations.
  • Experience interacting with DCAA or other government auditors and undergoing DCAA audits of various types, to include proposal audits, incurred cost, voucher reviews/audits, accounting systems and purchasing systems.
  • 5+ years of direct experience as a DoD subcontracts administrator with strong knowledge and understanding of FAR, DFARS regulations, and other supplemental agency regulations.
  • Experience with government contract proposal development, to include cost estimating and pricing of FFP, T&M and Cost-type contracts.
  • Experience interacting with DCAA or other government auditors and undergoing DCAA audits of various types, to include proposal audits, incurred cost, voucher reviews/audits, accounting systems and purchasing systems.
  • Demonstrated understanding of FAR Part 31 cost principles to include direct and indirect cost components and factors.
  • Knowledgeable of the Federal Acquisition Regulations (FAR), Agency FAR Supplements, Cost Accounting Standards (CAS), and Contractor Purchasing System Review (CPSR).
  • Ability to work independently in a high-volume contracting environment.
  • Ability to analyze a problem and recommend solutions, problem solving skills.
  • Oral and written communication skills.
