HR Programme Lead Childrens Services

Engagement of a specialist consultant to lead approach and delivery of workforce stabilisation in Children's Services, specifically, Children's Social Care through provision of clear programmes of delivery and leading on delivery of key aspects of improvement.

To provide training and development in workforce approaches to team members and skills handover during and at end of assignment.

There is a need for increased dedicated workforce expertise at a senior level to lead on aspects and delivery of the workforce work within Children's Services in order to progress the improvement journey and support the service to become good and aspire to be outstanding.

The work brings together workforce initiatives and activities across Children's Services and HR/Corporate Resources, work them into clear programmes of delivery and lead on delivery of key aspects and support and engage others to lead on delivery and ensure cross cutting and alignment and also considering and working across the wider team, other service areas functional overlaps and with partners. This needs to major on talent attraction, development, succession planning and improving systems and processes, culture change and inclusion.

This requires an experienced Human Resources generalist operating at a senior level with experience of Children's Services/Local Government and a proven track record of personal delivery.

Knowledge of Children's Services operating environment, key local and national trends, data and insight is essential.

The specifics are
- Deliver branding and microsite to progress talent attraction
- Finalise and deliver succession planning, including 'stay interviews'
- Workforce planning and stabilisation including management of Fixed Term Teams, Agency Workers, Recruitment and onboarding
- Deliver Cultures and values work
- Provide support in progressing Children's Improvement Plan and advising DMT of progress, and synergies and accounting for cross cutting
- Provide methodology, training and development in workforce approaches to team members and skills handover during and at end of assignment
