Contract Administrator

  DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS 
The Infrastructure Division of the Houston Airport System implements the standard requirements of the City of Houston and Houston Airport System (HAS) on all the ongoing construction projects throughout the Bush Intercontinental, William P. Hobby, and Ellington Field Airport. The division also monitors and performs inspection during construction to ensure that projects are been constructed in accordance with design documents.

The Contract Administrator position processes and coordinates all new construction projects via Tenant Improvement Program (TIP) and Capital Improvement Program (CIP) and new construction projects with various stakeholders.  Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required." 
 
The Contract Administrator duties include, but are not limited to:
• Follows up with management on contract compliance issues.
• Maintains current and accurate records on leasehold information; conducts inventories and ensures compliance with agreements.
• Interprets contract documents and assists in the resolution of disputed issues.
• Works with finance group and other City departments to resolve problems regarding agreements.
• Works with operational personnel to ensure compliance with agreements.
• Coordinates with other City departments on issues related to processing contract documents.
• Researches contract issues and prepares information relating to contracts, agreements and practices; drafts correspondence to various individuals relating to established agreements.
• Prepares bids, processes specifications, tests and progress reports, and other exhibits that may be required.
  WORKING CONDITIONS 
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make simple gross motor responses within large tolerances.  


Job Requirements:
EDUCATIONAL REQUIREMENTS  
Requires a Bachelor's degree in Public Administration, Business Administration, Government or closely related field.EXPERIENCE REQUIREMENTS 
Two years of contract compliance experience are required.  Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis. LICENSE REQUIREMENTS  
NonePREFERENCES 
Preference will be giving to applicants with strong Microsoft Office (Word, Excel, PowerPoint, and Outlook) and one of the following: Certified Professional Contract Manager, Project Management Certification such as CAPM - Certified Associate in Project Management, and/or PMP - Project Management Professional. A valid driver license is a plus.
 
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. **
