Hill International is seeking a Project Controls in Santa Catalina Island, California
Responsibilities:
  • Analyze cost and schedule information to generate timely reports that speak to issues regarding; project controls, project planning, scheduling and budgeting, commitment analysis, change order processing, forecasting, trends and estimating in support of electrical transmission and distribution or other large construction projects.
  • Lead the implementation of project controls best practices and process improvement to ensure department-wide consistency, enhance communication and improve client satisfaction.
  • Respond to cost or schedule data requests from internal or external organizations.
  • Develop and maintain project budgets/baselines, short- and long-term forecasts, and expenditure plans for assigned project(s) and/or program(s).
  • Demonstrated ability to understand and articulate the primary linkages between project controls and the disciplines of estimating, project management, engineering, construction, contract administration and project accounting.
  • Demonstrated knowledge of and experience in the field of project controls, project planning, CPM scheduling, budgeting, commitment analysis, change order processing, estimating, forecasting, trends and Earned Value Management.
  • Demonstrated experience balancing and organizing multiple projects, reviewing and documenting project progress, developing communication plans, and reviewing and updating scope and progress for construction projects.
  • This includes the aggregation, reconciliation, and update to the budget(s), forecast(s) and spending plan(s) according to jurisdiction splits, asset types, cost drivers, and funding sources.
  • Develop or prepare routine and adhoc reports to assist Project Managers and OU partners to monitor, manage, and forecast costs (e.g. budget, actual, commitment, and contingency) for assigned projects and/or programs or in response to internal or external data requests for assigned projects and/or programs.
  • Support the implementation, analysis, and reporting of performance using SCE or industry metrics (e.g., earned value management.
  • Collaborate with stakeholders and utilize applicable estimating, cost management, and/or scheduling knowledge, techniques, and tools to determine and communicate the results (e.g., trend, variance, and cost impact)
  • Prepare project controls data request responses and work papers in supporting corporate/OU governance (e.g. Business Oversight Team and Capital Review Team), internal/external audits, General Rate Cases, and any pertinent regulatory filings.
  • Assess customer needs and determine recommended approach to resolve matters of significance.
Qualifications
  • Education : A combination of education, training, and experience, generally equivalent to those typically possessed by a 4-year college graduate
  • Typically possesses four or more years’ experience in project controls
  • Demonstrated knowledge, ability, and experience with Microsoft software (e.g., Word, Excel, PowerPoint, and Visio)
  • Must be proficient in Microsoft applications (i.e. Microsoft Excel, Access, Word, PowerPoint, Visio) and Scheduling/Cost Management software (i.e. Primavera and Contract Manager)
  • Must have received or be willing to receive the Covid-19 vaccination by date of hire. Medical or Religious exemptions will be considered. Proof of vaccination required.
