POSITION TITLE: Site General Manager

REPORTS TO: Director of Operations

LOCATION: Connecticut Yankee Atomic Power Company Independent Spent Fuel Storage Installation (ISFSI) Site

POSITION SUMMARY: The Site General Manager is the senior on-site manager with overall responsibility for safely and efficiently managing all aspects of security, operations, maintenance, radiation protection, emergency preparedness, regulatory affairs, staffing, and contracted services as well as establishing a strong Safety Culture for one of a fleet of three New England facilities that store and safeguard spent nuclear fuel (Connecticut Yankee, Maine Yankee, and Yankee Atomic). This is a senior leadership position that includes, in addition to site-level responsibilities, setting fleet-level leadership standards, developing the budget, and participating in long range strategic business planning.

1. Manage the daily operations of the ISFSI, including all staff and contract activities. Ensure that sufficient qualified staff is on site at all times to perform required tasks, including security, operations, maintenance, and specialized activities.
2. Provide direct field oversight of daily operations work activities through routine in-person field observations and feedback/mentoring to periodically include backshifts and weekends.
3. Prepare and issue original work products as necessary to implement the site’s technical and administrative programs and processes including technical evaluations/reports, corrective actions, ISFSI security-related reports (Unescorted Access Authorization, Safeguards Information, etc.), and Board of Directors reports/presentations.
4. Ensure all ISFSI-related activities are performed in compliance with 10CFR Part 50 license, 10CFR Part 72 Certificate of Compliance, and applicable Federal laws and regulations.
5. Provide leadership in the implementation of an effective Safety Conscious Work Environment (SCWE) and a robust Condition Reporting Program.
6. Retain overall responsibility for execution of administrative controls and Quality Assurance Program applicable to ISFSI.
7. Perform independent safety reviews per 10CFR Part 50 license. Perform and/or provide for other technical audits and self-assessments as required by technical specifications, regulations, or good business practice.
8. Maintain a working knowledge of regulatory requirements and assure that all activities provide for the safety of the ISFSI and public in compliance with these requirements.
9. Maintain a training program in conformance with 10CFR Part 120 that will assure a staff capable of safely and efficiently performing their duties in accordance with established practices, procedures, and regulations.
10. Retain overall responsibility for the implementation of the Site Emergency Plan and participate in periodic drills and exercises. Act as an independent observer for drills and exercises at other Yankee Companies sites.
11. Fulfill all other responsibilities common to all working supervisory positions and carry out other duties and responsibilities as may be assigned.
12. Provide for management of the information technology systems.
13. Review and approve procurement requests.
14. Provide oversight of the Records Management System and document control activities.
15. As necessary, prepare changes to ISFSI licensing documents and implementing procedures; perform safety analyses to ensure safe and compliant operations.
16. Establish and maintain procedures, policies, and controls to meet all regulatory requirements and commitments.
17. Establish and maintain open communications with Federal, State and Local officials and the public to ensure constructive and efficient relationships with stakeholders including in-person participation in meetings with elected officials, state and federal regulators, and the public.
18. Work collaboratively with all three Yankee sites and fleet-level Program Management, Business Management, and Senior Executive Management to drive consistent performance, benchmark industry peers, implement common best practices, and participate in relevant industry and regulatory initiatives.
19. Provide in-person support for Yankee Companies meetings/functions at other Yankee Companies sites or common off-site locations. Participate in benchmarking activities and inter-site audit/assessment support for facilities outside the Yankee Companies fleet. Participate in ISFSI-related industry meetings/conferences and committees.

QUALIFICATIONS:
Required Education: Shall have a high school diploma or equivalent.
Preferred Education: Bachelor’s or master’s degree in Science or Engineering

Required Experience:
1. Shall have at least 10 years of responsible nuclear power plant experience (Operating, Decommissioning, and/or ISFSI), of which a minimum of 3 years shall be nuclear power plant experience. A maximum of 4 years of the remaining 7 years of experience may be fulfilled by academic training on a one-for-one-time basis. To be acceptable, this academic training shall be in an engineering or scientific field generally associated with power production.
2. Minimum of 5 years in a managerial position
3. Ability to fulfill role as senior management person on site with highly developed leadership capabilities
4. Ability to maintain confidential or sensitive data under proper control or safeguards
5. Ability to handle unplanned or adverse events successfully
6. Ability to determine and implement effective corrective actions as required
7. Ability to maintain high ethical standards in use of company resources and dealings with others at all levels
8. Previous interaction with local, state and federal officials, the public, and media representatives
9. Demonstrated budgetary/planning capabilities
10. Knowledge of 10 CFR 50, 72 and 73 requirements including Quality Assurance Program requirements
