Operations Manager

SUMMARY: While delivering innovative solutions, exceptional service and trusted results, the Operations Manager provides strategic leadership and day-to-day program operations services, oversight, performance, financial and staff management for continuous improvement for its workforce development program contracted through South Central Pennsylvania Works. The Operations Manager is responsible for specifying, implementing and continually improving robust and efficient business processes that will provide excellent customer service and deliver positive performance outcomes.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Facilitate daily operations and staff of WIOA programs; provide supervision and on-going support to support staff
  • Monitor and ensure WIOA compliancy including;
  • Customer recruitment, enrollment, individual service plans (ISS), monthly reports, benchmarks, case closures, retention and follow-up for program participants
  • Administer reading and mathematics appraisals (TABE)to each customer enrolled in WIOA services to determine reading, math and language competencies. Administer various career interest inventories and aptitude assessments to registered customers to determine occupational interests and career paths;
  • Refer participants with dual eligibility to Title II providers
  • Conduct file and computer audits, document results, design and carryout corrective action measures
  • Conduct employee performance appraisals, recommend and document disciplinary action.
  • Recruit business to participate in program activities and to provide employment and work experience opportunities.
  • Ensure contractual requirements are met
  • Maintain a caseload of WIOA customers and manage caseload assignments as necessary
  • Maintain accurate individual case files for each registered customer assuring that each file contains all required eligibility documents and meets compliance requirements
  • Acts as a first point of contact for participant inquiries, concerns and complaints.
  • Provide twelve (12) month post-exit follow-up services for all registered WIOA customers to include retention and supportive services.
  • Recruit eligible participants through the development of partnerships with CBOs, government agencies, local businesses, and other stakeholders.
  • Provide other related duties as required and directed.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION and/or EXPERIENCE:

  • A Bachelor’s degree in business, education, public administration, behavioral science or related field from an accredited college or university.
  • A minimum of 2 years of experience in management and operations of employment and training programs and/or supervision of staff.
  • Possess substantial career coaching and case management experience required.

OTHER SKILLS AND ABILITIES: Personal computer literacy required, including effective use of the Internet, e-mail, and Microsoft Office (Word, Excel and Outlook) and ability to learn and efficiently utilize various case management software programs. Ability to meet and/or exceed set goals and objectives. Excellent interpersonal, project and time management, customer service, organizational skills and communication skills, both oral and written required.
