DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The City of Houston's Housing and Community Development Department (HCDD) seeks to create a city in which every resident has an affordable home in a community where they can thrive. Partnering with non-profit, governmental, and local entities, HCDD strives to strengthen Houston's neighborhoods, provide true housing choice and execute the Mayor's vision for One Houston with complete communities throughout. Since Hurricane Harvey, HCDD is managing more than one billion dollars dedicated to helping low and moderate-income families recover.

To achieve this vision, HCDD is seeking a highly experienced and talented Training Coordinator (Instructional Designer) to join its Strategic Learning team in the Planning and Grants Management Division. The person who fills this role will help to provide mandatory, regulatory, and role-based learning opportunities for HCDD staff. Candidates must have experience providing consultation using learning principles and instructional design best practices and developing and maintaining positive relationships.  Highly qualified candidates should be creative, self-driven problem solvers who are highly organized and able to deliver comprehensive learning solutions.
 
Key Responsibilities
  • Designs and develops engaging, innovative, and effective learning opportunities that combine multimedia elements (text, infographics, images, video) into courses based on sound principles of adult learning theory and instructional design models, using Articulate Storyline and Adobe Creative Suite.
  • Designs learning aids, including handouts, workbooks, attachments, and webpages.
  • Works with subject matter experts to collect information including program guidelines, SOPs, job aids, etc. to inform content development.
  • Develops and maintains SCORM compliant content and other technical compliance requirements, as mandated, for both instructor-led and/or eLearning.
  • Leverages rapid, agile content development techniques and processes in a rapidly changing and highly regulated environment. 
  • Maintains course design documentation throughout development; maps learning outcomes to topics/content descriptions, and instructional methods.
  • Storyboards, designs, develops, and edits course content using instructional design principles, research, and independent judgment regarding features such as layout, length, narration, audio, and video recording.
  • Troubleshoots problems and coordinates solutions for technical issues with the implementation of learning solutions.
  • Works with grantors or vendors and reviews provided content to ensure departmental standards are present.
  • Informs instructional design standard operating procedures and manages assigned work within the appropriate workflow management system.
  • Other duties and special projects, as assigned.

This is a grant funded position subject to cancellation when funds are depleted and/or contract period ends.

WORKING CONDITIONS
     
There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. There are occasional minor discomforts from exposure to less-than optimal temperature and air conditions.
 



Job Requirements:
MINIMUM EDUCATIONAL REQUIREMENTS 
Requires a bachelor's degree, in psychology, education, personnel management or a related field.

MINIMUM LICENSE REQUIREMENTS
Four years of professional personnel experience involving training in a formal classroom and/or the development of curriculum and lesson plans for adult learners are required.  

MINIMUM LICENSE REQUIREMENTS
None.
 
  • Experience developing learning course content within municipal governments or highly regulated environments.
  • Ability to storyboard with intermediate-advanced level proficiency in Articulate Storyline, or other related eLearning development tools.
  • Exceptional written communication skills, with the ability to apply advanced rules of grammar, spelling, usage, punctuation, etc. to the creation of clear, concise, well-organized learning opportunities. 
  • Strong planning, organizational, analytical, and decision-making skills, with the ability to work from broad instruction, initiate and move work forward independently, and manage competing deadlines and frequently changing priorities.
  • Intermediate-Advanced level proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, etc.), Adobe Pro, Adobe Creative Suite (Dreamweaver, Photoshop, Illustrator), SharePoint, Visio, OnBase, with an ability to quickly grasp specialized software programs or systems. 
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
