Job Description Summary

The ECD Development Department specializes in acquiring, rehabilitating, and developing multi-family housing with the goal of developing and preserving sustainable affordable housing. The properties owned and operated by ECD have robust resident services to assist residents in achieving their life goals.

ECD's latest green undertaking is not only a company first but is one of the largest solar installations undertaken by a single multifamily affordable housing developer in the District. In 2019, ECD installed solar photovoltaic systems on 12 of its properties in Washington, D.C. totaling over 1 megawatt in project size. The properties represent approximately 2,200 units of affordable housing, available to residents at 30-80% of Area Medium Income. The Solar Development Manager will work to expand ECD's renewable energy deployment across the rest of its 90+ property portfolio, starting with ECD properties in Maryland.

Job Description

The Solar Development Manager is responsible for managing the entire solar development process, including feasibility analysis, deal structuring, financing, securing grant monies, obtaining necessary approvals, working with public utilities and public service commission as needed, and overseeing design/installation of systems. This position involves teamwork and collaboration with colleagues including other real estate development staff, Design and Construction Management, Accounting, Property and Asset Management staff, and with third-party consultants such as legal and design professionals. Primary responsibilities are focused on achieving the objectives for the solar development projects and managing tasks related to feasibility, financial analysis, design, project financing, installation and placing in service. The Solar Development Manager is expected to work independently and effectively manage the development team (including solar installer(s), attorneys, internal and external construction managers, property managers and leasing agents) and the financing process. Additional responsibilities include supporting senior staff in managing lender and investor relations; producing progress reports and analysis; maintaining project budgets and schedules; and processing development draws.

Job Responsibilities:

  • Analyze existing properties to determine feasibility for solar and coordinate due diligence activities.
  • Manage preparation of debt and equity financing for each solar project.
  • Prepare solar development budgets and pro forma operating budgets and manage the development budget throughout the development process to ensure balanced sources and uses, and achievement of ECD revenue goals.
  • Coordinate and present at resident and community meetings, as needed.
  • Oversee the permitting and utility interconnection, and related community input and approval processes. Review and negotiate draft loan and partnership documents and manage the financial closing on each solar project. Coordinate with federal, state, and local government agencies, ensuring that all financing and government regulations are met and required approvals obtained.
  • Manage and maintain solar development schedules to ensure timely completion of project milestones including closing and place in service.
  • Coordinate the work of the professional consultants comprising the development team, schedule development team meetings and review consultant reports.
  • Coordinate construction matters with the internal an/or third-party construction manager (as applicable) to complete solar installations on budget and schedule. Attend construction progress meetings. Review and approve project-related invoices and draws including change orders.
  • Oversee timely completion of close-out and place in service process.
  • Prepare quarterly updates, solar production reporting and Board approval materials.
  • Monthly, coordinate with Accounting on solar production reporting to ensure SRECs are processed in a timely manner.
  • Participate in industry associations and forums as a brand ambassador for ECD.
  • Perform all other duties as assigned.

Qualifications

  • 3-5 years of solar development experience. Experience with all aspects of the solar development process, from feasibility and financing through design and construction to place in service. Experience with affordable rental housing development is ideal.
  • Bachelor's degree preferred, specialization in sustainability, energy, engineering, architecture is a plus.
  • Experience with securing grant monies and administration is a plus.
  • Knowledge of multi-layered project financing, preferably with the Federal Solar Investment Tax Credit, Solar Renewable Energy Certificates (SRECs) and other green/energy loan products.
  • Comfortable with public speaking.
  • Experience managing projects under deadlines that require the organizing of multiple tasks and objectives.
  • Ideal applicant would have skills and experience in negotiating financing commitments.
  • Proficiency with Word, Excel and PowerPoint is preferred.
  • Good decision-making skills, judgement and ability to solve problems.
