Cadmus seeks qualified candidates with experience analyzing, synthesizing, and developing policy, processes, and government reports to support upcoming projects for its homeland security clients, partners, and stakeholders. Successful candidates must demonstrate professional emergency management experience and technical understanding of fundamental emergency management functions and programs. Candidates will lead varied analytical and administrative responsibilities-such as research, qualitative and quantitative analysis, and preparing reports and briefings for senior government officials and the public. Analysts are expected to interact with clients, lead project tasks, develop reports and similar products, frame and lead meetings, and demonstrate the ability to work independently and with teams. Work may occasionally be conducted in a field setting.

    Developing, preparing, reviewing, updating, and maintaining emergency response plans, procedures, processes, and guidelines for programs and all-hazards response
  • Designing approaches to evaluate performance of disaster management programs through research, interviews, and focus groups to identify and communicate best practices and lessons learned in disaster assistance programs
  • Conducting research and analysis to develop products such as assessments, reports, presentations, and training material for government clients on homeland security programs and policy-related topics
  • Responding to and leading data collection and analysis of response activities during emergencies, disasters, and significant events
  • Coordinating with stakeholders to collect and report on preparedness and response data
  • Working directly with government clients to scope tasks, frame documents, coordinate and organize meetings, manage stakeholders, and capture meeting notes and action items
  • Applying a strong attention to detail and adherence to formatting standards and writing style guidelines to create consistent and professional reports, assessments, and other written deliverables
  • Developing original graphics in Microsoft PowerPoint to synthesize concepts and explain complex issues

Required Qualifications:

  • Minimum of five years of professional experience with at least two to three years of experience in emergency management (Master's Degree may be substituted for 2 years of experience)
  • Degree in homeland security, public safety, public health, planning, political science, public policy and administration, social sciences, journalism, or other relevant field
  • Experience writing assessments and reports, to include research and analysis, stakeholder coordination, and documentation
  • Experience summarizing or synthesizing complex or technical information into concise, written products
  • Understanding of principles, programs, and requirements related to emergency management including mitigation, preparedness, response, and recovery
  • Understanding of national emergency management best practices and implementation methodologies used at the state and local level to build preparedness capability and capacity
  • Advanced proficiency in relevant software programs, such as Microsoft Word, PowerPoint, and Excel
  • Strong research, analysis, and communication (written and oral) skills and attention to detail
  • Ability to work well independently and collaboratively in a fast-paced, deadline-oriented environment
  • Professionalism and sound judgment in interactions with clients and colleagues
  • Ability to obtain a Public Trust level of access
  • Candidates will be required to obtain a security clearance and/or agency suitability - US Citizenship is required.

Desired Qualifications:

  • Experience conducting and facilitating briefings and preparing clear, concise written analysis for senior leaders at the federal, state, and local levels
  • Experience leading tasks or workstreams
  • Experience supporting FEMA or other federal, state, local, territorial, or tribal clients in assessing, developing, or implementing response and/or recovery programs
  • Experience creating training and interactive learning materials by applying industry standard methodologies and models, such as ADDIE and Kirkpatrick, to the full life cycle of course development
  • Understanding of project management fundamentals
  • Understanding of resource management including resource identification, gap analysis, sourcing, and NIMS resource typing.
