Compliance Manager

The Washington Health Benefit Exchange is a public-private partnership that operates the WAPlanfinder mobile app and Washington Healthplanfinder, the eligibility and enrollment portal used by one in four Washington residents to obtain health and dental coverage. Through Washington Healthplanfinder, individuals and families can compare and enroll in health insurance coverage and gain access to financial help and public programs like Washington Apple Health.

The Compliance Manager is responsible for leading and managing WAHBE's day to day compliance activities. This position reports to the Compliance Officer, who oversees the compliance program. Working with the Compliance Officer, the Compliance Manager is responsible for implementing the compliance program and responding to potential incidents of non-compliance. This position will focus on developing and updating policies and procedures, identifying best practices for implementation within resource constraints, raising staff awareness of compliance, working with stakeholders regarding compliance issues, addressing and remediating any complaints or incidents, and supporting implementation of business process and system enhancements to ensure organizational compliance. Specific areas of compliance include the Affordable Care Act and implementation of its regulations, state insurance laws, federal and state privacy and security requirements, and other legal requirements.


* Help ensure WAHBE compliance with requirements for a state-based health insurance exchange, including analysis of regulatory and statutory requirements and identification of any compliance gaps.

* Engage with other state-based marketplaces and other state agency peers to keep current on compliance requirements, issues, and best practices. Communicate with impacted stakeholders and federal and state staff on compliance issues and remediation.

* Serve as a shared resource across WAHBE's departments by providing consultations on, and/or addressing compliance concerns or issues, and supporting implementation teams in setting up the programmatic frameworks to support and help ensure WAHBE's ongoing compliance requirements are met. As needed, consult with WAHBE's Compliance Officer, Chief Information Security Officer, Risk Management Officer, and General Counsel regarding WAHBE's compliance approach and processes.

* Lead the work of the Policy and Procedure Workgroup to prioritize and develop organizational policies and procedures and the identification of opportunities for continuous improvement and subsequent implementation.

* Collaborate with the WAHBE Risk Management team and Executive Leadership team to support annual risk assessments and the development and implementation of the annual compliance workplan.

* Monitor and respond to compliance hotlines, investigate complaints of potential non-compliance, improper conduct, or waste, fraud or abuse, and/or privacy or security breaches. Implement a system for the uniform handling of such complaints or reports and identify related opportunities for continuous improvement to be implemented.

* Respond to public records requests, including evaluating the requests and collaborating with legal and privacy staff to compile, redact if needed, and produce responsive records.

* Identify potential areas of compliance vulnerability and assist in developing appropriate responses to correct or remediate.

* Collaborate with legal and HR to develop and deliver regular compliance-related trainings and other activities to raise employee awareness of WAHBE standards of conduct, regulatory requirements, reporting obligations, legal obligations, and potential areas of risk.

* Manage WAHBE's annual Programmatic Audit and SMART reporting, working in coordination with WAHBE staff as needed.



* A Bachelor's degree and a minimum of three years' experience in compliance or legal support. Years of experience may substitute year for year for Bachelor's degree.

* Demonstrated ability to assume leadership and work independently. Experience working with committees or workgroups and effectively coordinating activity toward shared goal.

* Demonstrated ability to perform regulatory analysis, assess implications and provide options and recommendations.

* Strong ability to communicate effectively both orally and in writing.

* Ability to think strategically and identify proactive measures to strengthen compliance program within resources.

* Experience with applying research and analysis, and program evaluation.


* Experience with health care, insurance, regulatory interpretation, and/or government operations strongly preferred.

* Experience or familiarity with IT system operations or data governance and/or data management preferred.

The posted salary is the new hire range of consideration. Full salary range is from $76,916.00 - $115,869.00. Offer will depend on qualifications.


Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. Travel requirements will be limited to local travel, however there may be occasions were an employee is required to travel and work irregular hours to attend meetings or trainings. Duties of this position require the use of standard office furniture and equipment (e.g. desk, filing cabinet, computer, printer, telephone, fax machine, copy machine, etc.).
