This position is in the  Ronald Reagan Building and International Trade Center , 1300 Pennsylvania Ave., NW., Washington, DC, in the BUREAU FOR CONFLICT, PREVENTION AND STABILIZATION, OFFICE OF ADMINISTRATIVE MANAGEMENT SERVICES,  at the U.S. Agency for International Development (USAID).

Responsibilities

The Bureau for Conflict Prevention and Stabilization (CPS) seeks to create stable and peaceful societies. CPS is USAID's technical and analytical lead on peacebuilding, conflict and violence prevention and implementation of political transition and stabilization programs in high priority countries, and informs related U.S. Government policy.

CPS's Office of Administrative Management Services (CPS/AMS) oversees and facilitates the full range of administrative and financial operations to include bureau staffing, workforce planning, development of administrative policies and procedures, coordination and management of supplies, physical space, new employee processing, exit clearances, completing data calls for staffing and budget requirements, providing advice regarding overall bureau management to ensure maximum integration.

As an  Administrative Officer , your duties will include the following:

  • Exercises independent judgment to perform liaison duties to address Civil Service, Foreign Service, Foreign Service Limited and all associated Senior Level human resources and personnel management issues, such as tracking personnel actions and correspondence, responding to routine request based on knowledge of internal operations and basic human resources policies.
  • Reviews and interprets agency and government-wide policies and directive materials, and initiates actions necessary to implement new or revised policies or procedures to ensure the organization's compliance. Establishes and maintains a system of internal records management controls.
  • Identifies and develops methods to resolve organizational administrative problems or cope with issues which directly affect the accomplishment of key Agency and Bureau program goals and objectives.
  • Plans and coordinates administrative aspect of office moves, office construction and other facility improvements.

Qualifications

GS-13:  You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. One year of experience refers to full-time work; we consider part-time work on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a)  Independently performs administrative management functions that service and/or fulfill a number of organizational requirements. Applies existing and new policies, provides advice on requirements, maintains databases that reflect the fulfillment and/or status of administrative requirements and/or systems; (b) prepares administrative paperwork, and maintains an awareness of the status of the organization's personnel actions; and (c) oversees and facilitates the full range of administrative and financial operations to include bureau staffing, workforce planning, development of administrative policies and procedures, coordination and management of supplies, physical space, new employee processing, exit clearances, completing data calls for staffing and budget requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

CTAP   candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the job, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher ; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the functions of the job upon entry without additional training.
