Position Overview

The Compliance Officer – Monitoring and Testing assists in the implementation of the comprehensive compliance management system for Fremont Bank. Oversee adherence to federal and state laws and regulations; conducting reviews, and determine appropriate actions with regard to monitoring exceptions and data integrity errors. Preparing and distributing monthly/quarterly reporting. Assists other members of the compliance department monitoring overall bank compliance with consumer laws, rules and regulations as directed by compliance management. Maintains proficient knowledge of pertinent laws and regulations.

Role and Responsibilities

  • Assist in implementing and maintaining the testing and monitoring of programs to ensure the bank's compliance with laws, regulations, and rules
  • Leads and performs assigned testing activities within budgeted project hours and adheres to established timelines for testing and monitoring assignments in order to provide high value service to business partners
  • Leads and performs testing activities accurately and thoroughly in accordance with the Compliance Monitoring and Testing Program
  • Assess appropriate corrective action(s) and/or documentation for exceptions and weaknesses identified. Prepare and present written reports on results in a clear, concise, grammatically correct and convincing manner for management. Maintain sufficient work papers to support compliance monitoring findings and observations
  • Assists in formulating and coordinates implementation of internal control strategies, ensuring all systems and procedures are in compliance with federal, state, and local laws and regulations
  • Reviews departmental compliance and operational processes and recommends enhancements to mitigate compliance risk and ensure the Bank's compliance with applicable state and federal regulations, laws and policies
  • Meets with department managers to discuss and provide recommendations for corrective action for compliance monitoring findings
  • Conducts follow-up reviews of corrective actions taken to address compliance exceptions reported
  • Assist in the preparation for, coordinate, and assist in the response to federal and state regulatory examinations as required
  • Recommends and assists in taking appropriate corrective action in case of regulatory exceptions or consumer complaints

Minimum Qualifications

  • Bachelor's degree preferred
  • Minimum 5 years’ experience in bank compliance audit and/or monitoring position
  • Any one of the following: Certified Internal Auditor (CIA), Compliance CRCM Designation or equivalent audit/compliance certification preferred
  • Knowledge of, and the ability to use, current technology proficiently, including a personal computer, Microsoft Office (Outlook, Word, Excel, PowerPoint, Visio) Adobe Acrobat, and other technology based tools    
  • Experience in executing and maintenance of compliance monitoring programs
  • Strong interpersonal skills with the ability to work collaboratively and with people at all levels of the organization
  • Effective time management and the ability to work independently in a team environment
  • Ability to define problems and propose solutions
  • Ability to prioritize work and simultaneously work on multiple projects, provide close attention to detail and meet deadlines
  • Demonstrated ability to provide information in concise verbal and written formats is essential for job success
  • Excellent verbal and written communication skills to interact with all of internal and external stakeholders effectively
  • Strong analytical, research, and problem solving skills.
  • Technical experience with browsers, software, and hardware
