Salary: CL 27-28 ($53,150 -$104,735)

The Space & Facilities Administrator has district wide responsibilities for the management and oversight of Space & Facilities projects initiated by the Court or General Services Administration (GSA). The incumbent advises unit executives and judges regarding design, construction, building operations, occupancy of construction projects, and ongoing facility maintenance. Responsibilities include understanding and adhering to guidelines, policies, procedures, and internal controls related to space and facility projects and building maintenance. This position reports to the Chief Deputy Clerk. Typical work hours are 8:30 a.m. to 5:00 p.m. and regular work travel within and outside of the District will be required.


The Southern District of Ohio covers a broad geographic area encompassing forty-eight urban and rural counties from just north of Columbus south to the Ohio River. The District is comprised of over 260 individuals including twenty-five Judicial Officers, as well as Chambers staff, Clerk’s Office staff, U.S. Probation Office’s staff and U.S. Pretrial Services Office’s staff, located in the Cincinnati, Columbus and Dayton Courthouses.

Job Requirements:

Management and Oversight of Space & Facilities Programs and Projects:

•       Prepare project scope, budget, and schedules to guide specifications and procurements. Review specifications, analyze cost estimate, negotiate fees and costs, and resolve issues from project design through completion.

•       Coordinate activities of agencies and vendors to ensure projects are completed on time and within budget. Conduct planning and update meetings as necessary. Ensure all parties are advised of project requirements and changes.

•       Perform cost evaluation and control at each step of the project to ensure budget is adhered to and project remains within the scope of stated objectives.

•       Create move coordination plans and serve as move coordinator.

•      Oversee and serve as point of contact for district rent matters. Track and monitor billing, verify technical aspects and accuracy of changes.

•       Serve as liaison with the AO Space & Facilities Division, the Circuit Executive's Office, GSA, federal agencies, and contractors.

Coordination of Routine and Cyclical Maintenance, Repairs and Renovations:

•       Prepare annual maintenance plans and cost  estimates.

•       Serve as custodial officer for furniture items and ensure master property list is current.

•       Work with contracting officers to develop scope of work and estimates for Reimbursable Work Authorizations (RWAs).

Coordination of COOP, emergency preparedness, and safety/security programs and activities:

•       Serve as central resource for contingency plans and emergency preparedness. Coordinate with IT and senior management on the use of emergency notification systems.

•       Establish and maintain contacts with U.S. Marshals Service (USMS), Federal Protective Services (FPS) and other national and local law enforcement and emergency management agencies.

•       Ensure adequate supply of emergency equipment. Maintain shelter-in-place zones. Maintain floor warden rosters. Schedule building evacuation, shelter-in-place, and active shooter drills. Monitor drills and identify areas for correction, address through changes in procedures and/or training.

•       Provide training for cardiopulmonary resuscitation (CPR), first aid, and automated external defibrillator (AED) for all locations.

•       Serve as a Member of the Building Security Committee in each seat of Court. 

•       Other duties as required.
