Job Description: SAIC is currently seeking an Network Engineering Manager to support the US Army Corps of Engineers Revolutionary IT Services (USACE RITS) program. In this role you will be overseeing the operation of thousands of circuits in transition from one contract to another, and managing the day-to-day operations of a network solutions team. This is a great opportunity for someone with a technical background in networking, who also enjoys leading/mentoring a team and interfacing with the customer.    Job Location: This is a 100% virtual / work from home / remote position located anywhere CONUS.   About the Program: The USACE RITS contract will provide modern and secure enterprise-wide IT support services to approximately 37,000 USACE customers located throughout the CONUS and OCONUS. Services will support the mission needs of USACE’s Headquarters (HQs) located in Washington, D.C., nine Divisions and 43 Districts, to include over 1,500 field and area project offices and two data centers that are currently located in Vicksburg, Mississippi, and Hillsboro, Oregon.   Responsibilities:
  • Managing projects - to include cost schedule, project scope, and other project management related activities.
  • Personnel management for a team of 4 engineers, including allocating tickets and work load. 
  • Create presentation and interface with the customer to provide technical expetise, solution, and project updates. 
  • Develop, plan, acquire, install, and manage innovative, high-performance connectivity solutions for USACE wired (copper, fiber) and wireless network topologies (WiFi, cellular, microwave, SATCOM). Support customer Requirements Analysis to ensure appropriate services and capacity are provided to USACE customers.
  • Design and deliver service connectivity using various combinations of IP transport media. (e.g., copper, fiber, Wi-Fi, cable, cellular, satellite, LOS microwave).
  • Design core infrastructure as a multi-carrier environment with diverse multiple connections, including high speed/high bandwidth/low latency connections to the USACE mission networks (CorpsNet, SIPRNet) ,Internet, cloud providers, external telecom providers, content delivery providers, and other approved networks in accordance with USACE mission requirements.
  • Provide transport network infrastructure planning and design solutions on all network issues supporting USACE. Implement operational design standards and establishes appropriate network interfaces that best fulfill interoperability and efficient routing requirements. Provide troubleshooting to enable network fix actions and escalation via documented ticketing processes.
  • Plan, coordinate, and manage analog- and IP-based voice services; modernize existing connections to Ethernet-based (public or private) transport to increase service performance as required. Provide worldwide access using technologies and support of zero-trust environments.
  • Coordinate with the USACE team for DAR-related processing/actions for Government-provided services such as Iridium, DoDIN, SIPRNet, BGAN, INMARSAT, Short Burst Data, DSN, VSAT Bandwidth, etc.
  • Ensures the efforts of the deployment project managers, infrastructure management and systems management and engineering teams, Direct and manage efforts of telecom technicians, workloads, Stay apprised of all inter and intra organizational projects and issues in EUE.
  • Ensure internal processes and procedures are documented and updated
  • Ensure that all OLAs for all relevant processes are created and maintained.
  • Develop and conduct employee performance reviews and monitor progress towards objectives quarterly and provide updates and revisions as required. Responsible for telephone port allocations.
  • Provide interface to Customer on high-level issues or requests, oversee day-to-day resolution of system problems and root cause analysis and ensures documentation of entire Telecom Network and infrastructure.
  • Ensures the Change Management Process is being followed.
  • Collaborate with LAN/WAN organizations on current and future network configurations.
  • Ensure that Telecom Equipment Tracking system is updated with all relevant changes as modifications are completed.


Required Education, Skills, and Experience:
  • Bachelors and 9 years or more experience in IT and/or network engineering; Will also consider a HS diploma and 13 years of relevant experience in lieu of a Bachelor's degree. 
  • Prior experience in personell management and managing a team.
  • Prior experience with data circuits and supporting a network environment. 
REQUIREED CERTIFICATIONS: Candidate must have an active CISSP or CASP+ to be considered for the position, per the contract.   CLEARANCE REQUIREMENT: Interim DoD Secret Clearance is required for this position, with ability to obtain a full DoD Secret. SAIC will process an interm clearance for a qualified candidate.
Target salary range: $115,001 - $125,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
