SUMMARY:
Under general supervision, performs professional administrative and analytical work by assisting with the administration of county health benefit, leave of absence, workers compensation and related programs in the human resources department; provides information to employees, managers, and others regarding assigned programs and activities; administers open enrollment and other employee benefit enrollment processes; maintains and updates employee benefit and leave-related information in electronic and hard copy filing systems; resolves benefit and leave-related discrepancies and problems; and performs other related duties as assigned. Candidate must be a self-motivator, resourceful and have strong communication skills.

ESSENTIAL FUNCTIONS:
• Assists the Human Resource Director with the administration of county health benefits, leave of absence, workers’ compensation, and related programs; answers employee questions; researches and resolves problems; effectively communicates information about the county’s policies and procedures related to assigned programs.
• Provides employees with information about medical, dental, life, accident, disability, flexible benefits, and other insurance programs; reviews and processes benefit enrollment requests; advises employees separating from the county regarding COBRA options
• Ensures that employee benefit data is recorded timely into the human resources Information System and that payroll staff have the information needed to enroll or change employee benefits; advises payroll administrators of changes in employee status prior to each payroll cycle; serves as the liaison between the county, benefit vendors, and employees to resolve non-routine benefit-related discrepancies.
• Receives, reconciles, and processes benefit vendor invoices and initiates payment procedures; receives and processes employee COBRA payments; collects and processes premiums from employees on leave.
• Administers open enrollment and other employee benefit enrollment processes; analyzes and processes qualifying life event benefit change requests.
• Administers leave of absence and workers compensation programs; reviews employee leave and workers’ compensation request and approves or denies requests in accordance with federal, state, and county laws and policies; prepares and maintains related files, records, and correspondence.
• Maintains and updates benefit and leave information in employee personnel files and electronic records; performs general administrative duties in support of various Human Resources activities.
• Provides and conducts benefits, leave of absence workers’ compensation, and other types of education and training sessions; coordinates special educational events.
• Assists with other Human Resources programs and activities as assigned, including recruitment, staff development, classification, compensation, and employee relations.
• Performs general administrative and analytical duties; conducts surveys; coordinates and/or participates on special projects; prepares and maintains records, reports, and correspondence; utilizes computer systems to input and retrieve information; responds to record requests; gathers and compiles budget-related information.
• Attends meetings and training; serves on committees, teams, and task forces as assigned.
• Performs other related duties as assigned.

EDUCATION, TRAINING AND EXPERIENCE:
Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.

Education:
Possession of a bachelor’s degree from an accredited college or university with major coursework in human resources management, industrial psychology, public administration, business administration or a related field.

Experience:
One year of analytical human resources work in a public or private agency. Experience administering benefits and leave of absence programs in desirable.

Substitution:
Technical human resources work may substitute for the required education on a year-for-year basis
