    This National Guard position is for a UNIT DEPLOYMENT MANAGER (Title 5), Position Description Number T5741300 and is part of the IL 183 WG, National Guard.

    Responsibilities

    As a UNIT DEPLOYMENT MANAGER (Title 5), GS-0301-9, you will ensure personnel are qualified and ready to meet Air Expeditionary Force requirements.
    • Plan, organize, and oversee all unit level deployment activities.
    • Use established guidance, develop and implement home station military workload mitigation plans to maximize deployable capability.
    • Review all deployment related documents for applicable equipment and personnel tasking's and identifies the units total deployment requirements.
    • Work closely with unit personnel to tailor packages required to meet exercise and contingency deployment actions.
    • Plan and schedule personnel deployment/redeployment processing within the Installation Personnel Readiness (IPR) office and ensure a smooth and orderly flow of deployment personnel.
    • Ensure continuing support for communications requirements are accomplished throughout the deployment duration.
    • Establish metric and system analysis systems for unit and higher level management to assess the efficiency, effectiveness, and compliance with regulatory procedures.
    • Analyze the combat capability of unit through intensive evaluation of training, equipment status, manning, and unit supervision.
    • Review data to determine deficiencies, if any, and direct or perform appropriate corrective actions.
    • Provide manning and material reports to functional managers on UTC make-up to meet contingency and peacetime mission requirements.
    • Provide technical guidance and recommendations to senior leadership regarding unit deployment program.
    • Advise commander on the direction, management, and operation of all aspects of unit deployment capabilities.
    • Answer policy or procedural program questions concerning deployment process and programs.
    • Advise commander on the impact of deployment requirements, prepare statistics, shortfall letters, and informs commander of the effects of local capabilities.
    • Provide information regarding status of deployment actions, deployment dates, deployment shortfalls as required, and unit personnel readiness.
    • Ensure personnel and equipment readiness.
    • Ensure the unit is ready to meet wartime and peacetime mobility tasking's by scheduling and tracking unit deployment training.
    • Conduct initial review of folders with each individual and ensure new personnel receive proper training.

    • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
    • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
    • Recruitment and relocation incentives may be available for this position.
    • PCS expenses may be authorized .


    Qualifications
    GENERAL EXPERIENCE : To qualify for this position, your resume must reflect sufficient experience and/or education to perform the duties of the position for which you are applying.     Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.

    SPECIALIZED EXPERIENCE : GS-09 LEVEL - You must have one year of specialized experience equivalent to at least the next lower grade, GS-07, in the Federal service in the normal line of progression for the occupation, UNIT DEPLOYMENT MANAGER. Examples of specialized experience would typically include, but are not limited to: planning, organizing, and overseeing all levels of unit deployment activities; reviewing all deployment related documents for applicable equipment; performing analysis activities; establishing metric and system analysis systems to assess the efficiency, effectiveness, and compliance with regulatory procedures; providing manning and material reports; providing technical guidance and recommendations to senior leadership; advising superiors on the direction, management, and operation of all aspects of unit deployment capabilities; and ensuring personnel and equipment readiness.. This definition of specialized experience is typical of work performed at the GS-07 grade/level position or equivalent in the federal service.

    Applicants may also qualify on the basis of education as follows: To qualify based on education for the GS-09 level, you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your official transcripts.)
    OR
    Combination of Specialized Experience and Education:
    You may meet the qualifications requirement for this position by combining your specialized experience and appropriate graduate level education according to the following formula: (a) your total months of full time specialized experience as a percentage of a 12 month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of one year of graduate study. The total of the two percentages must equal at least 100 percent. (Note: You must attach a copy of your official transcripts.)
