Overview: 

Oak Ridge National Laboratory (ORNL) is seeking a Systems Engineering & Integration Lead for the Second Target Station (STS) project. The STS is a > $1 Billion, Department of Energy project to be constructed at the ORNL Spallation Neutron Source (SNS).  The STS will provide wholly new capabilities for the study of a broad range of materials with neutron scattering and support thousands of users from the physical, materials, and applied sciences and industry. The science capabilities provided by the instrument suite at the STS will complement those of the two existing DOE Office of Science neutron scattering user facilities at ORNL, the First Target Station (FTS) of the SNS and the High Flux Isotope Reactor (HFIR). The STS will deliver the highest peak brightness of cold neutrons in the world, which together with advances in neutron optics, instrumentation, and detectors, will ensure US leadership in neutron scattering for decades to come.

 

Purpose: 

The STS Systems Engineering & Integration Lead provides leadership and coordinates the system engineering and integration of all technical systems and subsystems to successfully deliver the STS Project within the approved project baseline.  The position will ensure STS systems designs conform to scientific and engineering requirements. The STS Systems Engineering & Integration Lead is responsible for policies, procedures, and best practices for all engineering functions within the STS project.  The role of the Systems Engineering & Integration Lead is to provide effective leadership of the systems engineering and integration functions at STS. 


Major Duties and Responsibilities:
Coordinate systems engineering and integration activities across the STS Project:

 

    • Act as the point-of-contact for STS Project systems engineering project wide. Work with systems managers to ensure specification and designs across system boundaries are coordinated
    • In conjunction with the STS Project Manager develop and coordinate the design review process across the STS Project and ensure System Managers implement this process in a robust and consistent manner.
    • Set and implement standards for engineering design, documentation, fabrication, installation, and handover to operations
    • Evaluate the performance of the design process supporting the STS Project and implement best practices.
    • Participate as a member of the STS Project Change Control Board
    • Has responsibility and authority for writing, developing, and enforcing engineering policies and procedures for STS systems engineering and integration functions
    • Serve as the primary interface with STS project leadership for all systems and integration activities
    • Establish and maintain effective processes to provide configuration management of STS engineering designs
    • Develop and maintain project level interface control documentation
    • Participate in WBS System Manager Reviews of Cost Account Manager’s (CAM) Annual Work Package to develop a consistent systems engineering and integration approach across the project
    • Participate in the project risk management process. Act as an interface with each System Manager, CAM or responsible engineer having integration or installation activities to ensure integration and installation are defined and executed in a smooth and well-organized process.
    • Serve as the primary STS interface to SNS Engineering for coordination of engineering policies, procedures, and best practices to ensure consistent engineering expectations between STS and NScD
    • Ensure compliance with Environment, Safety and Health (ES&H) and QA requirements
    • Provide leadership at the project level to create a success-oriented project culture
    • Develop strong working relationships across the project with CAMs, line managers, vendors, sponsors, and project support organizations including ES&H, QA, procurement, business, project controls, and human resources
    • When required, prepare presentations for, and responses to recommendations from, technical reviews and/or advisory committees.
    • Represent the STS Project by participating in and presenting project information at reviews, conferences, workshops and other neutron scattering facilities

 

Basic Qualifications:

  • Bachelor’s degree in science or engineering with at least 12+ years engineering experience.
  • Proven success in managing engineering or physics teams, including design integration for complex first-of-a-kind equipment
  • Demonstrated ability to communicate with sponsors, vendors, partners, and project team members
  • Must be available for some domestic and international travel

 

Preferred Qualifications:

  • 20+ years of engineering experience including 5+ years of management and integration experience.
  • Candidates with previous leadership experience within a complex engineering environment, preferably on a large project
  • Candidates with previous experience leading engineering design and configuration management processes are preferred
  • Knowledge of DOE project management requirements

 

Work Direction and Interface:

  • Position reports to the STS Project Manager
  • Acts as management point of contact with WBS L2 managers in matters relating to systems engineering and integration
  • Provides work direction and supervision of STS manufacturing function
  • Act as key interface with STS QC team to ensure resources are applied appropriately to achieve desired quality goals.

 

Authority/Approval Levels: 

  • Provides oversight and guidance to WBS L2 Managers in matters relating to systems engineering and integration
  • Responsibility and authority for enforcing engineering policies and procedures for STS systems engineering and integration functions
  • Responsible for managing the STS Configuration Management system

 

Measures of Effectiveness:

  • Successfully manages systems engineering and integration of STS systems

Successfully represents STS at reviews and other project meetings and workshops
