    The primary purpose of this position is to serve as a professional Clinical Laboratory Scientist with responsibility for performing highly complex procedures, as well as providing technical guidance and quality assurance oversight on a full range of processes conducted in the laboratory.

    • Serves as a professional Clinical Laboratory Scientist in a department (such as, but not limited to Chemistry, Hematology, Urinalysis, Coagulation, Microbiology, Serology, Central Operations or Blood Bank section) of a (cont'd...)
    • Medical Treatment Facility (MTF) responsible for solving difficult problems, performing highly complex and specialized laboratory procedures, and modifying or adapting new methods and techniques to improve and expand services.
    • Assists laboratory supervisor with development of goals and objectives that integrate organizational and Medical Laboratory objectives.
    • For the department/section of the laboratory, executes a quality control/improvement system approved by the Clinical Laboratory leadership that ensures compliance with regulatory standards including quality control, proficiency testing, (cont'd...)
    • competency training, and continuing education.
    • Represents the Medical Laboratory within a variety of installation and functional-area organizations.

    • Must be able to work effectively under stressful work conditions.
    • The technician may be required to work outside or normal duties, such as off-shift, weekends, and/or holidays.

    Qualifications
    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions +IOR for 0644 series.

    Basic Requirement:

    NOTE: Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied.

    A Bachelor's or graduate/higher level degree from a regionally accredited college/university including courses in biological science, chemistry and mathematics, AND successful completion of a Medical Laboratory Scientist/Clinical Laboratory Scientist program accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS) or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. NOTE: You must submit a copy of transcripts.

    OR

    A full 4-year course of study that included 12 months in a college or hospital-based medical technology program or medical technology school approved by a recognized accrediting organization. The professional medical technology curriculum may have consisted of a 1-year post- bachelor's certificate program or the last 1 or 2 years of a 4-year program of study culminating in a bachelor's in medical technology. NOTE: You must submit a copy of transcripts.

    OR

    A Bachelor's or graduate/higher level degree from an accredited college/university, including 16 semester hours (24 quarter hours) of biological science (with one semester in microbiology), 16 semester hours (24 quarter hours) of chemistry (with one semester in organic or biochemistry), one semester (one quarter) of mathematics, AND five years of full time acceptable clinical laboratory experience in Blood Banking, Chemistry, Hematology, microbiology, Immunology and Urinalysis/Body Fluids. This combination of education and experience must have provided knowledge of the theories, principles, and practices of medical technology equivalent to that provided by the full 4-year course of study described in A or B above. NOTE: You must submit a copy of transcripts.

    IN ADDITION TO BASIC REQUIREMENTS YOU MUST MEET:

    SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-07) or equivalent. Specialized experience must include: knowledge of theory, technical skills and application of laboratory practice and test procedures; knowledge of infection control, regulatory, accreditation and environmental surveillance programs that are utilized and maintained by the clinical laboratory; knowledge of manual and automated techniques to test blood, urine, and other body fluids or tissues.

    OR

    EDUCATION: Two years of progressively higher level graduate education leading to a master's degree or, a master's or equivalent graduate degree. (NOTE: experience or graduate education must have been in (1) the general field of medical technology; (2) one of the disciplines or specialized areas of medical technology; or (3) a field directly related and applicable to medical technology or the position to be filled.) Education must have been obtained in an accredited technical school, junior college, college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: You must submit a copy of your transcripts.

    OR

    COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed graduate education and experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be used to qualify. (NOTE: experience or graduate education must have been in (1) the general field of medical technology; (2) one of the disciplines or specialized areas of medical technology; or (3) a field directly related and applicable to medical technology or the position to be filled.) Education must have been obtained in an accredited technical school, junior college, college or university. NOTE: You must submit a copy of transcripts.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    Knowledge, Skills And Abilities (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Knowledge of laboratory instruments, equipment and systems, and their technical and mechanical indicators of malfunction, sufficient to identify, correct, document, and prevent errors and problems.

    2. Knowledge of professional medical technology involving clinical laboratory testing of human blood, urine, and other body fluids or tissues, using manual or automated techniques sufficient to direct the work of subordinates.

    3. Knowledge of medicolegal/regulatory/accreditation standards sufficient to ensure work is consistent with standards.

    4. Skill in quality control, calibrating, operating, maintaining and troubleshooting automated instruments, manual test kits, and equipment utilized in a clinical laboratory/blood bank setting.

    5. Ability to monitor quality control and quality assurance/improvement programs, validate and implement new instruments/methods, calculate/correlate test results, and analyze workload and performance data; and to use computers various computer software relevant to laboratory and quality improvement activities.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
