    This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST (Title 32), Position Description Number D1912P01 and is part of the IL USPFO, National Guard.

    Responsibilities

    As an TRAFFIC MANAGEMENT SPECIALIST (Title 32), GS-2130-9, you will plan, manage and direct the daily Commercial Traffic Management Program for both equipment and passenger movements; develop traffic management programs for both peacetime and wartime; provide technical traffic management advisory services; establish operating requirements; and formulate local commercial traffic management policies. Incumbent may be appointed as the Container Management Officer and as the Assistant Contracting Officer Representative (ACOR).

    Major Duties - This is NOT an all-inclusive list:
    • Serve as the technical transportation advisor to all statewide operating officials on all matters dealing with commercial movement of personnel and equipment.
    • Analyze and advise on transportation considerations relative to the domestic and international movement of equipment, supplies, and personnel via all commercial transportation modes.
    • Assist in the development of, maintains, and exercises the commercial traffic functions of mobilization plans, as well as training programs for managers and mobilization augmentees on related transportation subjects.
    • Provide input to the Defense Movement Coordinator (DMC), as required, with the preparation of the commercial transportation portions of the Automated Unit Equipment List (AUEL).
    • Analyze traffic data and characteristics to determine areas of potential improvement and makes recommends for changes to the Traffic Manager; identifies economic and efficient uses of transportation; and projects mission transportation requirements. Obligates and executes funding for the commercial transportation mission.
    • Ensure that traffic management and transportation services required to support the mission are accomplished.
    • Reconcile Commercial Bills of Lading to verify receipt and shipment of equipment and supplies.
    • Make recommendations for changes in local policies and procedures to support the economical movement of contractually procured materials from vendors.
    • Interpret and enforce Federal, State, and local regulations concerning the movement of hazardous materials and general commodities through various modes of carriage.
    • Monitor and ensure proper handling, packaging, and shipping of arms, ammunition and explosives (AA&E), Controlled Cryptographic Items (CCI), and classified/sensitive items.
    • Inspect, or provide for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments.
    • Ensure carrier capability complies with government requirements and specifications.
    • Procure domestic and international travel for both military and civilian passengers.
    • Ensure advance procurement of transportation services to achieve greatest overall cost efficiency and oversees the audit of the Travel Services Contractor for application of appropriate discounts for official travel.
    • Advise travelers on entitlements and responsibilities and manages the processing of refunds for unused commercial tickets into the government accounting system.
    • Maintain all transportation related automated systems and databases to support the Traffic Management Programs for the State.
    • Execute duties and responsibilities to support mobilization, demobilizations, Homeland Security/Defense and State and Federal emergency operations.
    • Perform other related duties as assigned.

    • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

    Qualifications

    AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence,
    • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
    • The SECOND area of consideration will be all current Federal Employees.
    • The THIRD area of consideration will be all Federal re-employment eligible.
    • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
    • The FIFTH area of consideration will U.S. Citizens.


    Military Grades: Enlisted Only - May not exceed the rank of MSG.

    GENERAL EXPERIENCE : Must have experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems.

    SPECIALIZED EXPERIENCE : GS-9 Level - Must have at least 24 months of experience or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
