Quality Assurance Project Lead

  1. ESSENTIAL FUNCTIONS AND PURPOSE (Job Description)
     
    Primary purpose of the position is to act as the Quality Assurance Project Lead in the area of ship repair for assigned ship availability or multiple availabilities.  Work closely with the Project Management team to ensure the contracted QA ship repair requirements are meet.  Develops and manages the project availability Test and Inspection Plan (TIP) IAW NAVSEA Standard Items and other contracted requirements.  Works with the Chief Testing Engineer to manage and maintain the Event Readiness List that directly supports the ship availability Work Certification Program.  Act as the Work Certification Program Manager for an assigned availability.  Provides supervision and oversight to (2 to 5) assigned inspectors ensuring contractual compliance in the fabrication, installation, and testing for all stages of ship repair.  Maintain and updates the availability Work Certification program to ensure all testing and inspection objective quality evidence (OQE) is documented to support key milestone requirements during the assigned availability. Within defined objectives, but with considerable latitude, performs in a professional position requiring an in depth knowledge of ship work specifications, NASSA Standard Items, and other technical documentation as required.
     
  2. POSITION DEMANDS (Education/Training)
     
    Typically has 8 or more years of experience in the Quality Assurance field. Shall be certified (or able to be certified) in accordance with the NAVSEA Basic Paint Inspector (NBPI) course, NACE International Coatings Inspector Program (CIP), or SSPC Protective Coating Inspector Program (PCI). Shall be certified (or able to be certified) as a Non Destructive Testing (NDT) Inspector including Visual Inspection Testing (VT) inspection, Magnetic Particle Testing (MT) Inspection, and Penetrant Testing (PT) Inspection. Certified as a Ultrasonic Test Inspector (UT) is a plus.
     
    POSITION DEMANDS (Required Experience)
  • Possess an excellent knowledge of ship repair procedures and test requirements
  • Skilled in blueprint reading, precision instrument utilization, and technical manual interpretation.
  • Able to set, self-calibrate and use assigned testing, inspection and NDT instruments.
  • Capable of independent complex analysis, concept formation, and new method identification
  • Supervise (2-5) assigned Quality Assurance Inspectors in daily duties and responsibilities, and give inputs and recommendations on disciplinary actions and feedback for appraisals.
  • Serve as the department’s/company’s representative when conducting audits, attending meetings, and witnessing test/inspections, etc.
  • Proficient with Microsoft Office programs such as, Word, Excel, Power Point.  Experience with other programs such as: Access, Project and P6 is preferred and be able to .
  • Complex problem solving skills.  Able to use basic Lean and Six Sigma principles to provide recommended solutions to identified or perceived problems. 
  • Excellent verbal and written communication skills.
  • Serve as a point of contact for clients.
  • Proven personnel leadership abilities.
  • Ability to exercise tact, diplomacy, decisiveness, resourcefulness, and good judgment in dealing with others.

*** Visual Requirements- Must be able to pass a Standard Jeager’s Test chart for near vision acuity reading J1 letters or equivalent with or without corrective aids and pass a color vision test using Ishihara’s Test for color-deficiency.

 

  1. WORKING RELATIONSHIPS
    Reports to the QA Manager. Maintains internal contact with purchasing, planning, and production personnel. Maintains external contact with other contractor, subcontractor, and government QA personnel. Work with Project Management to ensure the OQE support project key events and milestones.  Addresses Non-Conformance issues with Production Shop Leads to correct and prevent future reoccurrences. 
     
     
  2. PRINCIPAL RESPONSIBILITIES
  • Develop, maintain, and close out TIPs for all ship’s that he is lead QA Inspector.
  • Review all Work Specification items, drawings, technical manuals, NAVSEA Standard Items or other contract documentation to ensure all Testing and Inspection requirements are captured with in the TIP.
  • Review all CFR and RCC for testing and inspection requirements to ensure the TIP is properly maintained.
  • Review all inspection and testing OQE documentation from the assigned QA inspectors prior to accepting in the TIP. Ensure the documentation is properly filled out and captures the required OQE IAW NAVSEA Standard Items or other contract requirements.
  • Review PCPs and EPCPs that are part of your assigned availabilities. Ensuring all testing and inspection requirements are captured with in the TIP.  Conduct close out reviews of PCP and EPCP to ensure all OQE is properly documented and captured in the PCP, EPCP, TIP and Work Certification programs.
  • De-conflict inspection and testing schedules under your assigned responsibility.
  • Reschedule unacceptable/unsatisfactory inspections within the TIP.  Ensure the Production and Project Team are aware of the unacceptable inspection or testing.
  • Complete closeout reviews of the assigned ship availability to ensure all OQE is captured in the TIP and there are no outstanding items.
  • Manage the QA hours for your assigned availability or availabilities.
  • Conduct Process Audit and Surveillances as assigned.  Review Process Audits or Surveillance of assigned Inspectors prior to submitting to upper QA management.  Ensure all unsat conditions are captured with in the CAR program.
  • Document Non-Compliances related to process failures with in the CAR program.
  • Document Non-Conformance related to product failures in the NCR program unless the cause of the product failure was caused by a process failure.
  • Conduct NCR and CAR closeout Audit/Surveillances as assigned.
  • Provide Supervision to (2-5) assigned QA Inspectors.  Coordinates the assignments of assigned personnel ensuring the most effective utilization of available resources and perform other task as directed.
  • Continuously inspect work-in-process in order to guarantee compliance with drawings, specifications, and contract requirements.
  • Assist internal and external customers in design issues, definitions, and analysis of production processes, including data collection and appropriate statistic methodology.
  • Evaluate process and programs for potential Continuous Process Improvement (CPI) Use the CPI Program to drive improvements within your department and the company as a hole.
  • Perform other duties as assigned.
