Hybrid Work
This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.
Job Overview
As an integral part of the Learning and Organizational team this role works closely with the Manager of Learning and Organizational Development and is responsible for formulating multi‑level (unit, division and organization) L&OD strategies/plans and delivering high‑quality end‑to‑end (design, development, implementation and evaluation) solutions for an HRIS configuration and implementation that promote blended learning, meet client requirements, support business objectives and cultivate a high‑performing workforce.
Responsibilities
- Serve as the Learning and Organizational Development subject‑matter expert and key point of contact for the HRIS learning management system (LMS) configuration and implementation assigned portfolio (business units or online learning)
- Engage and collaborate with L&OD team members, business portfolio leadership teams and appropriate clients to consult, develop, execute and evaluate the configuration and implementation of the HRIS LMS including all learning programs based on key performance indicators
- Assume project management responsibilities for both internal and external clients/customers, related to instructor‑led or eLearning training program design, development, and deliverables related to the configuration and implementation of the HRIS LMS
- Lead the design of needs assessments, the development of processes, and the evaluation of program effectiveness related to the configuration and implementation of the HRIS LMS
- Create data management approaches to assist in the continuous improvement of HRIS LMS
- Test, problem‑solve, update, and maintain traditional and blended learning solutions
- Work with Technical Support staff (internal and external) to troubleshoot technology and software issues related to the HRIS LMS
- Design, develop, implement, configure and implement processes, and coordinate appropriate learning & development initiatives based on identified needs, and manage relationships with internal subject‑matter experts and external agencies as needed to ensure the delivery of appropriate learning & development experiences
- Provide end‑to‑end learning and organizational development consultancy services and be responsible for successful configuration and implementation of the HRIS LMS
- Collaborate/engage closely with L&OD team, business units and organizational subject‑matter experts to understand learning needs of target audience, define success measures and design/develop/implement process maps and solutions that effectively address business needs
- Produce high‑quality learning programs (traditional or eLearning) and relevant educational materials with graphic/design principles, as appropriate for the work output, that interface with internal learning management system and promote blended solutions
- Design and update instructor‑led or eLearning programs using unique combinations of cutting‑edge interactive media, state‑of‑the‑practice techniques, electronic tools and systems
- Communicate, describe and present solution proposals to stakeholders and business units for approval
- Monitor compliance and program budgets
Requirements
- Bachelor’s degree in Organizational Development, Human Resources, or another relevant discipline
- 3+ years instructional/curriculum design and development experience with a focus on blended learning
- Demonstrated ability to formulate multi‑level (unit, division and organization) plans and execute complex organization‑wide HRIS LMS implementation
- Strong consultancy, stakeholder engagement and end‑to‑end learning life‑cycle execution experience
- Strong facilitation skills (in person and virtual) related to delivering learning and organizational development initiatives
- Working knowledge of change management and project management
- Experience managing several project streams simultaneously both independently and with groups
- Experience working with learning management systems (e.g. HRIS)
- Knowledge of human behavior and performance; individual differences in ability, personality, and interests; learning and motivation; psychological research methods
- Excellent verbal and written communication, presentation and interpersonal skills
- Advanced Microsoft PowerPoint, Word and Excel skills
- Strong organizational, time management, prioritization, conceptual and planning skills
- Experience with HRIS configuration and implementation including process mapping
- Experience using eLearning application/development tools to develop eLearning programs
- Extensive experience developing eLearning programs using application/development tools such as Articulate, Lectora, Toolbook, Adobe eLearning Suite, Adobe Creative Suite, HTML, SQL, JavaScript, Visual Basic, Questionmark, Captivate, Photoshop, Indesign, Illustrator, Flash or related tools
- Advanced knowledge of standards for web development and online learning (SCORM/AICC) or other evolving e‑learning standards
- Advanced knowledge of AODA standards related to eLearning content, curriculum and print media
