    The incumbent of this position will serve as a supervisor for positions within the Planning and Programming Section including an interdisciplinary team of facility planners, architects, engineers and other project managers. The incumbent evaluates all demographic, actuarial and workload projections, coordinates all Health Care Planning Model and Strategic Capital Implementation Planning (SCIP) activities, and over sees VAPAHCS facility master plan activities.

    • Ability to lead and direct interdisciplinary teams and to resolve complex policy issues, construction problems, customer service issues, and design details.

    Physical Requirements:
    The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. Incumbent will be conducting inspections and surveys of construction sites with a need for physical agility to access unfinished buildings and wear personal protective equipment (PPE). Incumbent must have the ability to work within an environment of conflicting deadlines and shifting priorities. Incumbent may be required to work evenings and weekends, as well as perform infrequent overnight travel to meetings and conferences.

    Qualifications
    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/10/2018

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

    The Selective Placement Factor for this position is:
    Experience in construction project management in a health care/ medical setting. (MUST BE SUBSTANTIATE)

    Basic Requirement:
    A bachelor's or higher degree in Architecture or related field that included 60 semester hours of course work in architecture or related disciplines of which at least 30 semester hours were in architectural design, AND 6 semester hours, each of which were in structural technology, properties of material, methods of construction, and environmental control systems.(NOTE: TRANSCRIPT(S) MUST BE SUBMITTED WITH APPLICATION MATERIAL. CONFERRAL OF DEGREE(S) EARNED SHOULD BE PRESENT ON TRANSCRIPT(S). UNOFFICIAL TRANSCRIPTS OK;

    OR

    A combination of college level education and experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understating, both theoretical and practical, of the architectural principles, methods, and techniques and there application to the design and constructions or improvement of building. (NOTE: TRANSCRIPT(S) MUST BE SUBMITTED WITH APPLICATION MATERIAL. CONFERRAL OF DEGREE(S) EARNED SHOULD BE PRESENT ON TRANSCRIPT(S). UNOFFICIAL TRANSCRIPTS OK).

    In addition to meeting the basic requirement above, the applicant must also possess:

    Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: .
    • Acting as a supervisor of multi-discipline teams and project manager to accomplish design and construction objectives
    • Analyzing a wide range of complex and unique problems arising in hospital construction, contracting, personnel management, and complex studies, and present assessment to senior management.
    • Leading and directing interdisciplinary teams and to resolve complex policy issues, construction problems, customer service issues, and design details.
    There is no educational substitution for a GS-13.
