Signing Bonus and Qualifications

The City of Beverly Hills is offering a $45,000 signing bonus for qualified lateral police officers.

Eligibility

A Lateral Police Officer must have a minimum of one year of satisfactory full-time employment as a sworn officer in a Municipal, County or State Police Department within the State of California. Possession of a valid California Basic P.O.S.T. certificate is required. Applicants who meet the minimum qualifications for Police Officer but do not possess one year of satisfactory full-time employment as a sworn officer in a Municipal, County or State Police Department within the State of California will receive a $15,000 signing bonus.

What We\'re Looking For

The City of Beverly Hills Police Department is seeking highly motivated and qualified candidates for the position of Lateral Police Officer. The lateral Police Officer performs duties to protect life and property within the city. Maintains law and order and responds to emergency calls. May patrol the city enforcing the criminal and traffic laws of the city, state and nation. Performs background investigations, or perform training duties.

Distinguishing Characteristics

This is the full working class in law enforcement. Incumbents appointed to this class will have related work experience and will possess law enforcement training. Initially, incumbents will be assigned to patrol and work under close supervision, performing the more routine duties assigned to positions in this class. However, as experience is gained, incumbents are expected to perform the full range of duties as assigned with increasing independence. Special assignments in police-related functions (within or outside of patrol) may be available to experienced incumbents, depending on the needs of the department. Appointment to a special assignment is at the discretion of the Police Chief.

The Police Officer is distinguished from the Police Sergeant in that the latter serves as the first line supervisor and has responsibility for the development, coordination, and evaluation of sworn personnel that are part of a work shift, division, or bureau.

Supervision Received and Exercised

Receives technical supervision from a Police Sergeant or higher level sworn classification. May provide technical supervision to non-sworn personnel.

Selection Process

The selection process may consist of the following components:

  • Application Review
    • Please attach all education, trainings, courses, and/or certificates required as part of the minimum qualifications to your application. This includes either a diploma, official or unofficial transcript and/or Form DD214 to verify either Track 1 or Track 2 as outlined under the Experience and Training minimum requirements.   • Assessment of Supplemental Questionnaire
    • Respond in full to all supplemental questions. Responses such as see resume will not be accepted and will result in the disqualification of your application.
    • The supplemental questionnaire may be used as an assessment tool to determine the most qualified applicants for this position.
  • Performance Exam
    • Candidates who are successful on the Written Exam will participate in a Physical Agility Test (PAT) held at Rio Hondo Community College. The PAT is held bi-monthly on the 2nd Saturday of the month.
  • Oral Interviews
    • Candidates who pass the PAT will be invited to the Oral Interview. Oral interview dates are continuous and candidates will be notified of the interview date after they successfully pass the PAT.

Disaster Service Workers

All City of Beverly Hills employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Examples of Essential Duties

  • Patrol assigned areas of the City by car, motorcycle, bicycle, or on foot to preserve law and order, discover and prevent crimes, and enforce traffic, criminal, and other laws and ordinances; maintain alertness for wanted persons, known criminals, stolen vehicles, missing persons, traffic violators, and crimes in progress; issue warnings and citations.
  • Respond to calls for protection of life and property, enforcement of laws, general public service calls, and complaints including automobile accidents, traffic hazards, misdemeanors and felonies, domestic disturbances, health and safety code and local ordinance violations, civil complaints, and related incidents; respond to non-criminal calls for service.
  • Conduct initial and follow-up investigations; collect, preserve, process, photograph, and book evidence; locate and interview victims and witnesses; identify and interview persons suspected of criminal activity.
  • Prepare and serve search and arrest warrants; apprehend offenders for crimes; control and mitigate people under the influence;.
  • Direct traffic at fires, special events, and other emergency situations; provide traffic and crowd control at parades, festivals, riots, and other events.
  • Serve as a liaison and public relations officer; establish and preserve good relationships with the public; may develop reliable informants and provide intelligence information to divisional personnel.
  • Contact and cooperate with other law enforcement agencies; respond to mutual aid requests.
  • Perform a variety of administrative duties; attend meetings; maintain and calibrate specialized equipment.
  • Prepare a variety of reports including those on shift activities, crime and incidents, arrests, and unusual incidents; prepare investigative reports and logs.
  • Testify in juvenile, civil, traffic, municipal, and criminal courts; respond to mandatory court calls during irregular hours.
  • Assume responsibility for the care and custody of detained adults and juveniles; assist in booking and transporting inmates.
  • Conduct property and building checks for burglary and other activity.
  • Administer CPR, NARCAN, and first aid in medical emergencies.
  • Conduct chemical, drug, and alcohol testing of persons for impairment.
  • Respond to questions and provide information to the public; resolve complaints.
  • Develop and maintain positive relations with residents, businesses, and community members; conduct outreach and attend public meetings to build trust.
  • Stay current with Department policies; ensure duties comply with the Manual.
  • Participate in continuous training to develop law enforcement skills and maintain required certificates.
  • May serve in a special assignment (e.g., Motor Officer, Detective, School Resource Officer, Canine Handler, Traffic Officer, etc.).
  • Perform related duties as assigned.

Experience and Training

Experience specified in one of the tracks listed below:

  • Track 1: Graduation from an accredited California POST academy and currently employed in good standing with a California law enforcement agency as a sworn officer. Receipt of the POST Basic certificate is required on or before the completion of the first year of employment as a sworn officer.
  • Track 2: Employed as a sworn police officer within the last three years and eligible for re-hire. Possession of the POST Basic certificate.
  • Out-of-state officers must complete the POST Basic Course waiver process prior to application.

Training specified in one of the tracks listed below:

  • Track 1: At least 36 semester units (or 54 quarter units) from an accredited college or university at the time of application. Must provide a diploma, official or unofficial transcripts at time of application.
  • Track 2: A minimum of four years of active duty in the U.S. Armed Services (Army, Navy, Air Force, Marines, and Coast Guard) after an Honorable Discharge. (Must provide Form DD214 at time of application.)

License and Certificate

  • Possession of a valid California driver\'s license and satisfactory driving record.
  • Possession of Penal Code 832 Arrest and Firearms Training certificate.
  • Possession of, or ability to obtain, Basic Peace Officer Standards and Training (POST) certificate upon completion of probation.
  • Must meet any other criteria mandated by the California Peace Officer Standards and Training Commission (POST).

Other Requirements

  • Must be a citizen of the United States of America, or a lawful permanent resident, at the time of application.
  • Must be 21 years of age at the time of appointment.
  • Must be able to meet physical standards.
  • Must meet psychological and background standards that reflect the following: must be found to be free from any physical, emotional, or mental condition that might adversely affect the exercise of the powers of a peace officer.
  • Must be of good moral character, as determined by a thorough background investigation.
  • Must be able to maintain required POST certification and firearms qualification.
  • Must be willing to work irregular hours including days, evenings, nights, weekends, holidays, and overtime as needed.
  • Must be available for call-back and automatic return to work with a reasonable response time during off-duty hours for major emergencies and other requirements.

Knowledge of

  • Organization and operations of a Police Department.
  • Pertinent federal, state, and local laws, codes, and regulations including laws governing apprehension, arrest, and custody of persons charged with felonies, misdemeanors, and infractions.
  • Modern methods and techniques used in law enforcement and crime prevention, including investigation, patrol, traffic control, and emergency management.
  • Care, maintenance, and operation of firearms and equipment.
  • Data collection and analysis; report writing; crime scene management and evidence handling.
  • Interviews, investigative techniques, public relations, radio procedures, and office software.
  • Hazardous materials, emergency management, and the Incident Command System.

Ability to

  • Perform a wide range of law enforcement assignments with integrity and ethics.
  • Support the Department\'s mission, vision and core values; work with the community to establish safety.
  • Interpret and apply policies and laws; exercise initiative and independent judgment; perform under pressure.
  • Gather, analyze, and evaluate facts and evidence; interview victims, witnesses, and suspects.
  • Administer First Aid, NARCAN, and CPR; use safety procedures and equipment; qualify with weapons.
  • Operate police vehicles, radios, and other equipment; maintain records and reports; communicate clearly.
  • Establish and maintain positive working relationships with diverse groups; bilingual abilities are a plus.
  • Maintain regular attendance and adhere to schedules; follow oral and written directions; prepare clear reports.
  • Communicate effectively, both orally and in writing.
