    This National Guard position is for a PROGRAM ANALYST, Position Description Number D1911P01 and is part of the AL DCSLOG JFHQ, National Guard.

    Responsibilities

    AREA OF CONSIDERATION FOR ALABAMA ARMY NATIONAL GUARD POSITION:
    AREA 1:
    All permanent Alabama Army National Guard civilian excepted technicians currently employed.
    AREA 2: All drill status/M-day personnel in the Alabama Army National Guard.
    AREA 3: All U.S. citizens or individuals eligible for membership in the Alabama Army National Guard
    1. Develops sampling plans and procedures for validating unit/activity accountability and inventory certifications. Independently evaluates the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Analyzes evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses.
    2. Evaluates unit and organizational effectiveness. Develops and administers a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations.
    3. Collectively evaluates management effectiveness of property management functions and informing management of their programs. Coordinates and/or conducts management studies of organization, staffing, work measurement, methods, or procedures. Incumbent reviews administrative audits, Financial Liability Investigation for Property Loss (FLIPL) reports, and Command Supply Discipline Program (CSDP) review reports to determine accountability trends to develop scope of review and recommendations to improve accountability processes and corrective actions.
    4. Applies statistical analysis techniques to measure progress, efficiency, and trends impacting the readiness of the organization and the effectiveness of management controls regarding logistics discipline to meet organizational goals and objectives. Develops cost analysis of financial impact regarding accountability, equipment and supply damage, adequacy of storage, physical security and loss of federal supplies and equipment.
    5. Interprets a variety of requirements making independent judgments to determine organizational compliance with applicable regulations, procedures and practices. Provides USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, with factual, objective assessments of the unit's ability to conduct unit logistics operations and account for federal property.
    6. Performs other duties as assigned.

    Qualifications

    Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the Alabama Army National Guard. Applicants who are not currently a member of the Alabama Army National Guard must be eligible for immediate membership.     Military Requirements: Military skill set is determined by MOS requirements. Upon selection, individuals must be assigned to a compatible military MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the MOS. Specific requirements are found in: references listed below, NGB Compatibility tables and your local Personnel section.
    Military Grade: Only applicants within the military grade listed below will be considered.
    Maximum Military Rank: CW2 (to include all Enlisted)
    Compatible Military Assignments: ECMF: 91; EMOS: 25B, 36B, 51C, 88M, 88N, 89A, 89B, 92A, 92F, 92G, 92Y, 92W; WMOS: 011A, 882A, 890A, 913A, 914A, 915E, 920A, 920B, 922A, 923A
    *Other Requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.
    EXPERIENCE REQUIREMENTS: Each applicant must fully substantiate (in his/her own words) that he/she meets the requirements of the Specialized Experience listed below: Otherwise, the applicant will be considered unqualified for this position.     GENERAL EXPERIENCE : Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems.

    SPECIALIZED EXPERIENCE : Must have at least 24 months experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience analyzing, interpreting and developing policies and procedures of local management.

    Education

    Substitution of Education for specialized experience: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
