Job Summary

We are seeking a qualified Recruiter for our Insourcing Solutions site in Bethesda, MD.


Ensure that all recruiting activities are conducted in compliance with established Company policies and procedures and applicable Federal and state laws. Provide direction and training development to staff and senior management. Coach hiring managers on effective interviewing and talent selection practices. Determine and utilize appropriate external position posting venues for the open role. Contribute postings to Division open positions listing based on requisitions received. Post all available positions internally and externally according to established Company policy.


Screen internal and external applicants for work history, education, training, skills and salary requirements. Provide information on contract facilities and Company benefits. Schedule qualified candidates for interviews with hiring managers, providing accurate directions to interview location and arranging travel and lodging needs if required.  Ensure timely receipt of all interview notes and selection records documents. Extend verbal and written offers to successful candidates and manage offer-to-hire process according to established guidelines, including Company and client background checks, drug screens and occupational health fitness-for-duty clearances.


Administer relocation policy according to company guidelines. Project and provide written analysis of annual recruitment expenditures for budgetary control. Ensure timely and appropriate payment of all recruiting expenses. Maintain expense records system. Develop and maintain positive, professional working relationships with all applicants and company personnel, based on mutual respect and timely communication. The successful individual will need to possess the following:

  • Education:  Bachelor’s degree in Human Resources or related field,
  • Experience:  Three to five years high-volume recruiting experience recruiting candidates for research-based employer or staffing agency.
  • Certification/Licensure: PHR or SPHR level a plus.
  • Other: Extensive knowledge of interviewing techniques, personnel policies and procedures, and federal and state laws regarding employment practices. Ability to identify, process and hire qualified candidates for staffing positions, according to contract requirements. Ability to organize and prioritize multiple responsibilities and exhibit great attention to detail. Mastery of Microsoft Office suite of programs, capable of creating and producing spreadsheets as required for client deliverables. Ability to communicate effectively both verbal and in writing with employees and candidates, to maintain confidentiality in daily operations and to exhibit the appropriate sense of urgency.
