Construction Engineer/ Area Specialist


Provide Construction Management services for space acquisitions in support of the 2020 Census

With minimal supervision, independently performs all aspects of field engineering assignments including review of plans, schedules, contracts, procedures, and construction methods and systems for an assigned project, or a designated area of a large project.

Incumbent is also responsible for reviewing the application of accepted construction technology and standards, and the acceptable standardization of materials and supplies.

Travel to construction site locations is expected.


Provide oversight to all the selected project sites to ensure that the work being done by the Lessor/Contractor is in accordance with the government lease, including Census Special Requirements, Design Intent Drawings, and Construction Drawings.

Assist in the development of the Independent Government Estimate, review tenant improvement (TI) proposals, and provide TI negotiations support.

Performs difficult and very complex field engineering assignments including construction inspections at 75% build-out and Final Inspection and preparation of inspection checklists and reports.

Create and manage the Change Order log with cost support for change order.

Maintains first-level quality assurance to confirm that the installation of all work is in accordance with the plans, specifications, and industry standards.

Monitors and coordinates all contractors' activities for assigned area.

Establishes and maintains liaison with the discipline design engineering staff. Reviews and interprets discipline design drawings and specifications to ensure current revision level and correct technical execution of the work.

Provides resolution for technical engineering problems within the assigned discipline(s); coordinates application of solutions.

Monitors progress of construction schedule and provides schedule and progress appraisal report to the client.

Organizes the accumulation of assigned discipline data for the final project turnover and report. Initiates and maintains records, back-charge procedures, progress reports, etc., as required.

Interfaces with the client and upper-level management. Performs other responsibilities associated with this position as may be appropriate.


4-year degree in engineering or construction-related field, or equivalent construction-related work experience, as well as 8 to 12 years of experience in field construction is required. Experience in the construction of large civil/structural and/or industrial projects at domestic and/or foreign locations is preferred.


Requires a comprehensive knowledge of engineering and construction-related processes, as well as industry practices. Also requires excellent written and oral communication skills, a familiarity with CAD and other PC software packages typically associated with engineering and construction, and the proven ability for performing in a lead capacity on a project.
