Supply Chain Procurement Leader I or II

Job Summary/Purpose:

** This positon will be filled as a Project Procurement Leader I or II depending on selected candidate’s background and experience

Responsible for identifying, developing, and implement long term companywide project strategies for the supply of hardware, software and services for the company’s Information Technology projects. Also responsible for monitoring the supplier performance and establishing corrective measure with suppliers as necessary. An important aspect of this role is seeking maximum value for the company through schedule, costs and efficiencies.


Job Duties/Responsibilities:

Achieve Entergy’s annual cost savings goals in support of Entergy’s financial performance objectives. Develop project profiles, develop sourcing processes, and execute contracts to maximize opportunities of overall cost reduction and increased supplier performance across projects. Identify and implement cost saving opportunities through rate reduction, process improvement, innovative incentive structures, and supplier collaboration. Create and model Total Cost of Ownership for categories and sourcing decisions. Leverage purchasing power of aggregated spend, resulting in maximized price, contractual terms and vendor service levels.

Lead negotiations and contract development for IT projects and other complex companywide agreements including Software Licensing. Lead/participate in Continuous Process Improvement teams to improve all aspects of the supply chain process and ensure effective implementation of those improvements. Plan, Source and Implement complex contracts or purchase agreements. Model market conditions to estimate costs in support of project budget development.

Provide Supply Chain oversight and leadership to assigned Business Unit project teams to ensure solicitation, placement and implementation of project contracts are robust and in accordance with Entergy’s Procurement Policy and project methodologies.

Assist and provide support to tactical groups in negotiating terms and conditions, claims and dispute resolution. Subject matter expert in project market conditions, sourcing strategies, supplier performance management and outsourced project activity. Identify optimization activities to consolidate supply, leverage spend and increase efficiency of overall project delivery. Collaborate with assigned Business Unit project teams to manage contract throughout project life cycle.

Evaluate rates, incentives, and cost structures of contracts to ensure consistency with market conditions. Monitor and resolve contract claims. Administer the requirements of the contract. Monitor Contractors to maximize performance and ensure correction of declining trends.

. Maintain awareness of project schedules and commitments (eg. Milestones) to provide support to meet project schedules. Report out on Project status, risks and issues. Develop and maintain risk assessment and mitigation plans. Support emergency response organization.


Minimum education required of the position:

Bachelor’s degree in business, finance, Supply Chain, technical discipline or relevant field is required or relevant experience. MBA degree is a plus.


Minimum experience required of the position:

Project Procurement Leader I – Minimum of 3 years of project based procurement, category management, contract management or strategic sourcing

Project Procurement Leader II  - 5 or more years Contracting Experience (development and implementation of project contracts, service and material contracts, outsource contracts). Desired: 5 or more years of experience Contracting for IT Hardware, Software or Services.


Minimum knowledge, skills and abilities required of the position:

All phases of contracting (from Bid, Award, Negotiation, Contract Development, Performance Monitoring, Claims, Dispute Resolution). Analytical techniques to identify cost savings/sourcing opportunities. Knowledge of assigned Project scopes. Knowledge of Power Plant/Utility Operations and Business Practices. Knowledge of legal/regulatory requirements. Ability to interact effectively with all levels of the organization. Must have experience with and the potential to lead large complex work teams and projects across business units. Ability to develop and present business cases for complex, high dollar procurements. Excellent oral, written, problem solving and facilitating skills. Excellent Oral and written communications skills. Proficiency in basic Microsoft products (Word, Excel, Outlook). Knowledge of ECI techniques. Desired: Knowledge of Process Improvement Techniques; Analytical Modeling Experience; Demonstrated Negotiating Skills; Experience with Enterprise contracting/procurement system. Other Requirements: Some overnight Travel; Emergency Coverage Rotation; Unscheduled emergency support.
