    Responsibilities

    Manages the Yellow Ribbon Program for the State/Territory by planning, developing, coordinating, and implementing the National Guard Yellow Ribbon Programs in accordance with NGB policy and guidelines. Coordinates with state's Army and Air National Guard leadership to schedule events relating to the Alert, Pre-Mobilization, Mobilization, and the 30, 60, 90 Day Post-Deployment Reintegration, placing special emphasis to the Soldiers and Family Member's needs. Serves as the Primary Point of Contact responsible for planning, developing, and coordinating event activities based on the needs of the deploying personnel and their families and standard course curriculum set forth by NGB. Responsible for requesting funding for events, and contracting conference facilities, lodging, meals, and professional onsite child care. Responsible for coordinating and partnering with other Federal, State, and Local Organizations for support with speakers, instructors, and support services. Course administrator serves as principal point of contact responsible for creating the agenda, preparing brochures, and the creation of other promotional materials for distribution to service members and families. Continually evaluates course curriculum to identify opportunities for improvement and to better serve our soldiers and families. Evaluates and analyzes feedback from soldiers and families revising program objectives, visual aids, and handouts as required. Conducts monthly, or as needed, joint planning and coordination meetings with Army and Air National Guard DoD Yellow Ribbon Reintegration Program (YRRP) program representatives to receive input, provide informational updates, discuss issues and initiatives, solidify joint implementation practices, various DoD Yellow Ribbon (ANG and ARNG) Events, and share best practices. Analyzes supporting organization's proposals to ensure quality of course content and cost effectiveness. Serves as the principal point of contact regarding the Yellow Ribbon Programs and is charged with collaborating with various Local Organizations, State, and National Government Agencies for outreach opportunities, support services, training, policy interpretation, and research. Coordinates with the Joint NGB DoD Yellow Ribbon Reintegration Program (YRRP) Management Office to develop tailored reintegration programs to meet the special needs of deploying Service Members and their families while maintaining the intent of the legislation governing the program. Coordinates with the Program Leaders of the Family Assistance Center (FAC), Family Readiness Group (FRG), State Employer Support of the Guard and Reserve (ESGR), Small Business Administration, Education Offices, Military One Source, Youth Coordinator, Operation Military Kids, Military Family Life Consultants, Air/Army Chaplains, TRICARE, Personal Financial Consultants, Army/Air Chaplains, Joint Forces Headquarters (JFHQ) Sexual Assault Response Coordinator (SARC), TRICARE, NGB Funded Contractors, Army Reserve Combat Stress Teams, Veterans Administration Outreach, Local Veterans Centers, Public Health Services Organizations, as well as State and Local Organizations for assistance and support with Yellow Ribbon Program Events. Ensures a process to continuously solicit input from Service and Family Members who attend DoD YRRP Events and programs. Ensures After Action Reviews for events are prepared and forwarded to NGB. Ensures quarterly and annual performance evaluation assessments of DoD YRRP's implementation are prepared for their respective components, to include activities conducted in the preceding quarter, including dates, times, locations, events, activities, programs, sponsors, partners, actual participants, and unfunded requirements. Reports should provide for lessons learned, best practices, media reports, unfulfilled requirements, participant satisfaction/dissatisfaction, evaluations, and comments.Serves as the States Representative at conferences and meetings on the DoD Yellow Ribbon Program. As required, briefs the organization's activities and events, and justifies the budget relative to the State's Yellow Ribbon Program. Serves as the Program's Fiscal Resource Manager responsible for submitting the proposed budget requests to the NGB YRRP for consideration based on short and long term forecasts of planned deployment support activities including dates, times locations, event activities, programs, sponsors, partners, anticipated numbers of soldiers and family members. Ensuring optimum use and control of, Army National Guard (ARNG) and Air National Guard (ANG) Federal financial resources and ensures all expenditures are in compliance with statutory requirements, regulations, procedures, and local policies. Designs and sends out training needs surveys to soldiers and their families. Analyzes survey results. Develops and provides justification for the training and travel budget and serves as program manager for both. Performs other duties as assigned.

    Qualifications

    SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position.

    GS-11 - Must have at least one year of specialized experience equivalent to the GS-09 level OR Ph. D or equivalent doctoral degree OR Three years of progressively higher level graduate education leading to such a degree OR L.L.M, if related.
    **NOTE: If using education as a basis for qualification, you must submit a copy of your transcripts.

    Length of time is not of itself qualifying. Your experience will be evaluated on the basis of duties performed. Your record of experience, training, and education must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position:

    - Knowledge of the principles, policies, program goals, and methodology of the National Guard DoD Yellow Ribbon Reintegration Program, including factors that affect work and leisure environments.

    - Ability to collect, evaluate, disseminate information, and assess strengths, weaknesses, and needs of serviced population in order to establish program goals, objectives, and procedures.

    - Skill in establishing and maintaining effective working relationships using tact and diplomacy, interacting with individuals, families and other governmental agencies and not for profit organizations.

    - Knowledge of the organizational structure of the National Guard including the assignment of functions to subordinate organizations, nature of their missions, and composition of the work force.

    - Oral communication and writing skills to make presentations, conduct training seminars, communicate with federal, state and local agencies, and medical facilities.

    - Cost of Living Allowance (COLA): Entitled to 3.74% COLA in addition to base salary, subject to change.
