The Need

For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50% and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking a Regional Grants Management & Compliance Lead who will be responsible for the effective management, compliance, and reporting of the region’s grants and complex restricted gifts (CRGs) portfolio.

This role ensures that all awarded grants are implemented in accordance with donor requirements and IJM standards, and that risks are proactively managed. The Lead provides technical support to country teams, oversees compliance systems, and supports audits and donor reporting. The role will provide support to grants acquisition efforts, particularly in compliance and budget review.

This position can be based in the Philippines, Singapore, Australia, Malaysia, Thailand, Cambodia, South Korea, Hong Kong or Indonesia and reports to the Regional Sr. Lead, Grants and Business Development, Asia Pacific and is only available for candidates with the right to work in the above-mentioned countries.

Responsibilities

Portfolio Management and Compliance

  • Oversee implementation of all active grants and CRGs, ensuring adherence to donor agreements, timelines, and deliverables.
  • Monitor grant and CRG performance, budgets, and compliance status; identify and mitigate risks.
  • Lead or support grant and CRG start-up, implementation, and close-out processes.
  • Serve as the first point of contact for country teams on grant-related challenges, providing solutions or escalating issues to regional or global teams as appropriate.
  • Provide hands-on technical assistance to country teams in interpreting donor requirements, resolving compliance issues, and preparing high-quality reports.
  • Coordinate with country teams on the identification, selection, risk assessment, and ongoing performance and compliance monitoring of grant subrecipient partners, consultants and contractors.
  • Ensure compliance with donor regulations, IJM policies, and relevant laws.

Reporting and Documentation

  • Oversee preparation and submission of high-quality narrative and financial reports to donors, in partnership with Regional Finance team and Regional Grants Accountant.
  • Maintain audit-ready grant files, including complete and accurate grant reporting records, agreements, and correspondence.
  • Track and report on grant and CRG performance and compliance to regional leadership.

Capacity Building and Support

  • Train and mentor country office staff on grants management, compliance, and reporting best practices.
  • Develop and maintain tools, templates, and guidance for effective grants management.
  • Conduct regular virtual check-ins and periodic field visits to country offices to assess grant performance, provide tailored guidance, and strengthen local capacity.
  • Lead grant start-up workshops with country teams to ensure clear understanding of donor expectations, reporting timelines, and compliance protocols.

Grants Acquisition Support

  • Support proposal development as needed, including proposal drafting, budget development, compliance review etc., together with assigned proposal teams.
  • Participate in proposal development teams to ensure alignment with grant management best practices.

Stakeholder Engagement

  • Serve as a technical expert and point of contact for grants management issues in the region.
  • Represent APAC grants management priorities to Global teams and external partners as needed.
  • Liaise with Global Grants and Global and Regional Finance teams to ensure alignment and integration of systems.

Supervisory

  • This position does not directly supervise any other positions but does provide guidance to Country Office grant staff and teams in IJM Asia Pacific’s offices.

Education And Experience

  • Bachelor’s degree in international development, finance, public administration, or related field (Master’s preferred).
  • Minimum 5 years of experience in grants management, compliance, or donor reporting, preferably in Asia Pacific.
  • Demonstrated success in managing large, complex grants and ensuring compliance with donor requirements.
  • Strong knowledge of donor regulations (e.g., USAID, US State Dept, EU, UN, foundations).
  • Excellent organizational, analytical, and communication skills.
  • Fluency in English required; proficiency in an Asian language is an advantage.
  • Strong cross-cultural and training skills.
  • Experience working with multi-functional teams across programming, finance, legal and revenue in non-governmental development organizations preferred.
