    These positions are located in following FLETC locations: Artesia, NM and Glynco, GA. You will have the option to select your preferred human resources (HR) discipline during the application process. The HR areas for which we are collecting applications are: classification, recruitment/placement, employee relations, employee development and training, labor relations, benefits, performance management, and HR information systems.

    As a Human Resources Specialist you will have responsibility for providing operational services in the areas of recruitment/placement, classification, performance management, benefits, employee relations, labor relations, employee development & training, and HR Information Systems.

    Typical assignments may include:

    Recruitment and Placement - Advising management on recruitment strategies, sources, and special programs that emphasize affirmative action.

    Classification - Developing and evaluating job descriptions by applying position classification criteria and supplemental guidance to determine title, series, and grade.

    Employee Benefits -Administration of the Civil Service Retirement System (CSRS), Federal Employees Retirement System (FERS), FEHB, FEGLI, Long Term Care Insurance, Flexible Spending Account and the Thrift Saving Plan (TSP) programs; administering the Federal Employee Compensation Act (FECA) Program.

    Performance Management - Providing advice, assistance, technical and policy guidance to management concerning their responsibilities throughout the rating cycle for appraising employee performance.

    Employee/Labor Relations- Providing a full range of advisory services, assistance, and policy guidance to management officials and employees concerning all aspects of the labor-management and employee relations programs that include labor relations, disciplinary and adverse actions, performance-based actions, grievances (negotiated and administrative), appeals, drug-testing, and premium pay entitlements; supporting managers and supervisors on identifying and resolving complex personnel issues and other supervisor-employee relationships that tend to cause dissatisfaction.

    Human Resources Development - Providing advice and assistance to management concerning determination of training needs, sources of needed training, planning to meet identified needs, and evaluation of results.

    HR Information Systems - Providing technical advice and assistance on the design, implementation and operation of human resources (HR) automated systems.

    To qualify at the GS-13 grade level:

    Applicants must possess at least one year experience equivalent to at least the GS-12 grade level in researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines in at least one human resources functional areas (e.g., recruitment and placement, classification, employee relations, labor relations, including performance management and employee benefits, and employee development & training and HR information systems).

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Time-in-grade requirements must be met by any applicant who within the previous 52 weeks held a general schedule position under a term or permanent appointment in the competitive or excepted service in the executive branch. The time-in-grade requirement for this position is 1 year at the GS-12 level in the federal service. The time-in-grade requirement must be met at the time your resume is reviewed.

    2. Laws, Executive orders, regulations, policies, concepts, and various human resources policies, practices, procedures, and management controls concerning the recruitment and placement function.

    3. Retirement, benefits entitlements, health and life insurance, and Thrift Savings Plan laws, regulations, procedures, respective legislative changes, military service regulations, veterans' benefits, and prior Government service, and counseling techniques.

    4. Human resources development principles, practices, laws, regulations to oversee career-related or professional human resource development education and training programs.

    5. DHS and Office of Personnel Management governmental laws, rules, and regulations as well as case law issued by the Merit Systems Protection Board, Federal Labor Relations Authority , Equal Employment Opportunity Commission, Office of Government Ethics, U.S. Office of Special Counsel , Arbitrators and U.S. Comptroller General.

    6. Databases, higher-order programming tools and retrieval language associated with HR information systems(s) and system capabilities, procedures, limitations and retrieval options.

    7. Skill in oral and written communications.
