    This position is located with Bureau of Indian Affairs, Rocky Mountain Region in Billings, Montana. The Supervisory Civil Engineer/Agricultural Engineer will manage the Regional Irrigation Projects and employees. The position is under the supervision of the Water Resources Branch Chief.

    This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment.

    Responsibilities
    • Manage, plan, organize, direct, coordinate, evaluate, and control all activities of the Irrigation projects.
    • Make certain irrigation project(s) are in compliance with irrigation regulations, policies, and procedures. Mange project operations, maintenance and water delivery.
    • Provide first level supervision to personnel in regards to irrigation projects.
    • Develop technical engineering designs, specifications, plans and budgetary/resource requirements.
    • Coordinate with the Regional Contracting Officer in negotiating service contracts and agreements.

    Qualifications
    This is an interdisciplinary position and may be filled by a Civil Engineer, (0810) or Agricultural Engineer, (890) depending upon the qualifications of the candidate.

    GS-12 : 1 year of specialized experience equivalent to at least the next lower grade.
    Specialized experience is experience that demonstrates the applicants' ability in management in planning, directing, operating, maintaining, and controlling an irrigation project; experience in civil engineering design, operation, construction of delivery systems, flood control structures, and water storage facilities; experience in agricultural engineering related to on-farm practices, drainage, crop water needs (including scheduling), and agricultural economics; experience implementing operation, maintenance, and procedure programs for an irrigation project; experience supervising; experience dealing with Bureau policy and other federal programs in regards to irrigation priorities as well as political issues; experience training employees how to measure and manage irrigation water.

    Individual Occupational Requirements
    Basic Requirement:

    A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
    OR
    B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
    1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional
    registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the
    courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
    4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

    Engineering Registration or Licensure: Registration or licensure as a professional engineer is an appropriate selective factor for appointment to certain, typically high-level, engineering positions. The key consideration is that registration or licensure must be essential for acceptable performance of the work of the position to be filled. Accordingly, it is an appropriate requirement for positions with duties and responsibilities that satisfy one of the following criteria:
    • Responsibility for final approval of designs of major structures and facilities involving public safety where such compliance with State laws meets an essential need of the engineering organization to provide objective evidence to agency management and the public that the work is performed by engineers of proven competence.
    • Responsibility for engineering determinations concerning contract awards or other major aspects of design and construction work to be performed by engineers in the private sector, where registration or licensure is essential to have their full confidence and respect to achieve cooperation on critical engineering issues.
    All qualification requirements must be met by the closing date of this announcement.
